A slightly intoxicated Vince Noir came rushing to streets with a rainbow trout flopping around in his right hand. He started climbing the 10 story high soap box that he earlier told Stoned Silent to build for him. He carefully placed the floppy fish in his pocket and retrieved a letter that was stuck inside his golden short-shorts. He held it up to his face and started to address the crowd.

Ladies and gentlemen, tramps, poets and anglers petting the fish which he had placed in his pocket I have called ye here today to announce a little project that I have thought about and want to get the ball rolling on...

I am going to declare myself as the spokesperson of this little venture and I wish to address the crowds that have gathered here from all these fine cities. The topic at hand is a super secret council so naturally everyone will know about it.

This is going to consist of a member from each city promoting the well being of their streets. The council will be nominated by the general public and then voted by the general public.

Once the votes are in and the council has been chosen they will then erect a leader! Did I say erect? I meant elect.

You may be asking "What does this all mean?" and you are just right to ask this. It means that there will be a council of people and they will encourage family of their city to come and speak in the streets; family that have never spoken in the streets; getting old farts to come back and speak once again like they used too and initially work on getting these streets back to what they used to be.

You may also be asking "What can I do?" and that's a valid question as well, you can nominate someone that you think should be on this council all you have to do is say "[Name here] has a nice ass!" then you must make a link in your back alley and post it there for people to vote for that person. Anyone from any city can vote for anyone that's been nominated we make no differences on that. You each have two votes only!

Now I urge you not to nominate or vote lightly, this is something that needs to be a lifelong commitment and it will be something that takes a lot of effort and time. Also patience will come into it and city to city co-operation. Do not nominate unless sure that you think this person would do well in this council.

I'm merely the spokesperson here, If I'm not voted into this council I will no longer take apart of it unless asked too. When the nominee's have been chosen and the leader has been elected he has the power to do anything he wishes with his council.

There will be one person from each city going forth into the initial Council, the Council Leader can change this if he/she so wishes when they are elected.

The Council Leader Duties:

• The power to Change the name of the council.
• The power to add or take away any rules/duties at any time.
• The power to dismiss another member of the council but must then come to the streets to re-vote for a new member.
• Must insure the council doesn't falter and sticks to the same duties as the normal council member

The Council Members:

• Think of idea's to bring to the Council Leader for street activity
• Speak plenty in the public eye and show that the council have street presence
• Do not judge people by speech impediments or lack of vocabulary instead be a guide to them.
• Dig really really deep and find others from your family, from your city to post in the streets/bars.
• If members explain that they are not very good use methods to help them and compliment them. Show them that what they say counts.

Things that should be taken into consideration:

• Council meetings should be held on the streets or bars, everything the council do should be made known to the public.
• Promote: Debates, Competitions, Newspapers, Stories and Radio Shows
• The council does not act as an authority or a disciplinary figure.
• You're here to have fun and enjoy your job not to wreak havoc.

With that Vince took the fish from his pocket and chucked it out towards the crowd copying the wiggling motion of the fish as it danced in mid-air.

It has been a long time since my family line has been involved in the streets. But this is probably one of the best ideas I've seen brought to the streets in a while. Can't wait to see this all come together and bring the streets back to life.

I am opposed to anything that combines "ass" and "oral".

We did not plan for any sexual innuendos that all happend by chance much like a night out in the red light district with LilacDelaney.

New Orleans is a wonderous city but watch out because it has two things which rarely mix well together and thats Pirates and Money but for some reason New Orleans seem to feed from that stock well and although we can only choose one whichever decision you choose I'm sure would work well in The Oral Republic.

The finish date for the arrival of the new council will be on the 10th of Febuary.Vince makes note on his calender... I will from there post the names forwarded by the people in the streets the very next day after I get word from each of them on their willingness to particapate and then the council can be announced and they can then vote for their leader.

If there happens to be a city left out of this then it is going to be the councils job to figure out a way to get that city more involved.

Mr Noir I commend your efforts here, the streets are not the place they once were, and im all for this and helping them get back their former glory, sorry for the late arrival but I am hoping that I can get a couple more people from the Motor City to show an interest in this venture.

I must say the nomination that Sorche has put forward from Detroit is certainly a good choice. If I can be of any assistance to this project please come to my office to discuss matters.
