I am looking to assemble a few admin crews to hold and train up the new members that are coming in, but can't get into a family.

They will be given stacked accounts, ability to defend themselves incredibly effectively, and free reign of the districts they are put in.  Once a crew is near full, another will launch.  This process will repeat itself until the existing crews can take over the load.  Once they can, the admin crews will no longer have the protection of the admins, but will have the stats to keep themselves alive.
