With circumstances the way they are, and this is needed to happen. I'm going to expand Philadelphia. The Crow is taking over in South Philly to help with expansion. I am excited for this he has been a great asset and I'm proud to see him serve a great city with future. It's going to be a long road but we are willing to do what we have to do to make it possible. 

Within the Crows nest I expect high things from from South Philly. I know he is the perfect man (or bird) for the job. There is nothing that makes me happier then seeing this occur. 

For time people have always questioned those in charge whether or not they are ready for the position. I know the Crow is capable of great things and much more. I hope so see plenty from the district as I hope you do as well. 

Taking a drag of his "the obvious break in speech" cigarette he continues. 

I know this is sudden, but it has to be done for the better good of Philly. I look forward to future.
