Until one; drops from their crew, sets up without authorization, takes a shot without permission, or otherwise actually does something harmful to their family or the community, I don't classify them as a rogue.

What we have here is someone who wanted to stir the pot, failed to cause any damage, and who earned Larry a small chunk of money while giving one of his friends a +1. Oh, and I guess a somewhat lively OOC conversation came out of it too.

None of the above actions warrant labeling this person as a rogue, in my books.

A Rogue player is the term used to describe a player who has taken matters into their own hands. Most likely this has happened in the form of them shooting at someone without permission and doesn't appear to show any remorse for their actions.
