I was thinking that a newspaper could be implemented into the game. The newspaper would tell if anything major happened, like wars, godfathers dying, dons dying, crew leaders and stuff like that. I was also thinking that for the admins they could take control of NPCs and use them as actual civilians in things like the business district and use them to RP as those civilians or police officers, this just makes it seem like more fun the admins and everyone else.

Well, I don't know if what I'll say is true, but I think admins may not have time for that. However, maybe, extremely similar to mailing as Durdens, the top posters can control said NPCs. 

I like the newspaper idea, but I don't know how and if it would work out though.

There was a similiarish thread made not that long ago.

You could make a paper in the streets without it needing Admin guidance. Takes some effort.

Newspapers are generally player run projects. We have had many over the years, but they usually disappear when it becomes too much work for the editor/writer(s) or the person dies. This is generally done in a role play manner in the Streets forum. It can open up business opportunities for those who decide to be the publisher. It also opens up role playing opportunities to those who read, write, and edit.

As for the admins "taking over" NPC accounts and using them to interact within the communities... Wouldn't they cease to be NPC's at that point? Top Posters can control the NPCs in regards to mailing players, what other interactions they can do I am unaware of.

Why should we turn the role playing activities we players should be partaking in over to the staff, who are mostly volunteers who also play the game, when we should/could do them ourselves?

We should be encouraging players to role play, not the admins.

To add, many players do role-play NPCs. Some have side kicks, some create them for BD threads, and some as throw always for single role-plays or what not. This is being done already :) You can sniff em out in active businesses. It'll require some digging and reading, but they are about.

NPCs are great. They add more to environments and give them more life. Some can also be used and role-played by any user frequenting the establishment, but these are rare if not non-existent here. The point, very fun and able to be done by any user :)
