If a city goes 1 week with an empty district while there are other cities with empty districts, that district may be closed, or, a hostile NPC crew may be inserted into its place.

If there are empty cities in the game, any city with a district that is empty for more than 24 hours will be closed.  If someone sets up over 24 hour mark, they will be moved to the center district and the district will be closed.
