The male posted up flyers for a suggestion he has had for some money, more like a personal bet between the country. He made sure to print some stacks across the country, sending them to his friends and family to post. Dime made sure to re-read the invite to some tournament (bet).

Welcome! To the Mafia Power Games (Sellout of HG, printed on the sub-print.

If you are seeing this, I invite you to the first-stage of the new world! What can go wrong? I have prepared for the country, 12 districts that YOU, yes you, would be participating in a gruesome fight to the death, and WE GET TO WATCH! Each district will have 2 fighters, each of which may or may not have any connection to each other or their families. You may enter you AND your friends, no matter what you both come from, even if you're from The Ivory Tower or The Blazing Barrels! You can enter at any time at your local district recruiting center, where you will write your name and family, along with your peers' name and family.

He staples it on, as he'd walk to the opening of a district recruiting center, where volunteers have been posting.
