A tired and weary Underdog enters The Lions Den ready for an important meeting with the godfather. Sitting around a large table the family members of the Godfather family sit waiting for the news the Right Hand has brought

"Gents, its been a whistle stop tour of the cities for which our godfather has control through various criminal families. The over riding common factor I have encountered as I have met with various public officials to grease the wheels of our operations is this.

Too many unexplained fatalities which require no investigation.

They say the body rates are going through the roof, cremation is now the way to dispose of the bodies because they fear the cemeteries will be full soon. Each and every person is saying they need more money to keep the investigators at bay. Rumours are abound that J Edgar Hoover is trying to arrange a crackdown on the Mafia, we need to stay one step ahead of this guy. I tell you now, he is going to be dangerous, BOI is getting too big for its boots and I don't want to see the boss doing a spell behind bars or any of us for that matter."

Underdog takes his seat and starts to relax

"If they need more money we will have to fund it some how and I know Davy has an idea of bringing back the Death Tax. It has its merits and it has its down side however one way or another we will either see less bodies and therefore less money to stump up for bribes or we will see the continued level of deaths but have the money available to us to bribe the officials"

"The proposal is this, if a crew leader wants to shoot his own members in Las Vegas, Los Angeles, St Louis or New York then they can. If a mobster wants to shoot someone with MIA tattooed on their forehead than that is their right. However if anyone wants to shoot anything else in any of the cities above then they must have paid the tax. Davy has said $350,000 per family per city is appropriate, call it $1,250,000 if they want to shoot in all four cities. If the crew leader doesn't want to pay for it then its $100,000 per person per city."

An interesting turn of events. However we have seen this before and it is one of those excersises on power to which I alluded to in anther speech. I want to help in any way possible and a single payment of $1,250,000 is not to much to ask for cleaning up 4 whole cities. Who should I forward my famlies payment to?

So.. Who gets paid in this scenario?

Say for talking sake someone wants to kill in St L. Does that mean that leader must pay Caveman the above fee, for example? Seeing as Caveman is the only leader in that city, and the same goes for the Gene Genie over in Vegas.

But what then for cities like NY? Your very own city has a high number of Cls, so they are all expected to stump up this cash to various cities for the right to kill, but do they reap any of the cash from people doing the same in NY? Or does the money go directly to the head honcho for the city?

I believe a Death Tax is a great idea... One so much that I believe it should be adopted for my folks. I understand the stance on this as being very crucial to how we conduct ourselves, and on behalf of NO, CHI, and PHI I am imposing a death tax of our own. Same rules of course, and the payout per city per crew sounds fair, 350k to shoot in any of our cities, $1,000,000 if you want to shoot in all 3.

It's a solid idea, and it has a lot of merit, now of course Godfather Dean's crew would not be charged on any kind of tax, but I believe it's a good way to go, especially given the rash of unexplained and unwarranted killings lately. Obviously MIAs and crew members are fair game! But I think it's a great idea and hope that we all are able to continue our prosperous growth!

I can't really help but dawn the mask of Captain Obvious to point this out, but by enacting two taxes of essentially the same price, the 7 cities involved will be cancelling out eachother's debts should you choose to pay them, leaving Detroit available as the only city to actually exploit in this scenario - two policies which, unintentionally, really only affect the dealings of this city.

All payments regarding St. Louis, Detroit, New York, and Las Vegas, and Los Angeles are to be sent to Underdog as stated above. This is fundamentally the same Death Tax that has been imposed over the centuries by many Leaders.

The only difference is that the cost is dramatically reduced from Leaders past, and that the Godfathers are claiming the other cities for the tax due to the fact that there is no others.

Have no fears friends, Detroit shall remain tax free!

Just to clear up a few matters.

All payments are to be made to me and I will receipt them to you, clearing you to shoot depending on the payment made.

So what about those that made payment before that was made clear. I'm assuming once mailed all will be dealt with accordingly and those that did pay will be fine to shoot anyhow?

While pressing his nose against the glass to try to overhear the meeting in the Lions Den, he opens the very same window. Several mobstars grab their gun and presses it against his nose. Several mobstar go around the Den and bring him inside.

I am truly sorry as I didn't want to eavesdrop but since I overheared this conversation, I want to make a suggestion. I know Im a two-bit low-life punk, but please here me out. As the echo of this meeting already almost left the first day (ooc: lack of creativity, first page) of the streets, perhaps the people in power could post this deathtax up as a rule on the corresponding cities? This may prevent any breaking of rules or any discomfort against mobstars or even families.

Ciro it is down to the crew leader to let them know where they are safe to shoot and where they are not so safe to shoot.

When you have earned the right to call that turf yours, you earn the right to do what you wish and these days business is not cheap. These HQ's, cars and luxuries cost and the money has to come from somewhere..

If we kept robbing those mom and pop stores every day like we did when we were young thugs, the places would go out of business, let alone with how everyone wants to be a killer these days!

It will make some people decide on their priorities and maybe take a few less flights around the nation and stay home a bit more, maybe buy their own bums etc but business will go on as usual and those who are dedicated to killing will find the money somehow..

Its interesting to see a death tax back in place in our world and I look forward to see'ing how it works out and I wish both Godfathers have alot of success with them.
