Essentially this is an automated version of the existing Drug Information tipping feature.

So you buy a Drug Price Scout for lets say 5 credits at price of $500,000 per credit for (30 Days) if we say $125,000+ profit from each transaction. 20 transactions would get you back what you paid.

• It would be like 'Would you like to send Funshine to Detroit to scout for Cocaine?'
• Almost like the credit price alert feature, the scout would send an alert when cocaine reaches a 'Very Profitable' price.
• The city you choose to send the Scout to may not reach a 'very profitable' price the entire time it is in the city. 
• It could also have a cool down timer.

Why?

• Perhaps the city has the price that you are looking for, but someone from that city is not online to communicate the price to you.
• Less of gamble when flying to city for drug price i.e guaranteed profit
• Can be used along side CA to find a profitable city for your CA units.
• More effective use of travel timers
• Possibly bring someone to the city who may not have arrived otherwise, and so they could interact with their Business District 
• Still requires buying the units at lower price for effective trading.

This wouldn't be bad to build into the CA functionality and then you can trade the benefits of having a CA around with the improved information.  It would be best to be able to send him for the amount of time that matches the flight timer and then if you don't follow you're basically CA'less when it comes to jails/petties/etc.

The way the original post reads the benefit outweighs the cost a bit too far I think and isn't likely to be implemented without some balancing demerit.
