Mistake makes his way out of the local café, he had put a little extra thought into his presentation today. Knowing he was about to address a crowd of people made him slightly nervous. He stood on a flipped over fruit crate and took a swig of liquid courage, waiting to grab some peoples attention before he started speaking. The topic I'd like to discuss today came to my attention due to reading journals from my bloodline. It seemed during their time on these streets, things were slightly different. The main thing that stood out to me was that the majority of cities had someone overlooking all the businesses that were set up there. With this in place, he or should could inspect every business before it opened, making sure it was up to standard and worthy of being in their city. Maybe even ask for a slice of the action, since it was their city they was profiting from. To me, this seemed like a fantastic idea. It gives customers peace of mind, knowing that every business set up in these cities has been checked and approved. Moreover, its gives the people of that city more of a chance to feel proud of the place they call home. Maybe it will encourage people to make their business districts even better. Competition is key for a good market. Very recently, I opened a business in LA. Before doing so, I contacted Hope_. Whether or not Hope_ required me to do so, I'm not sure. However, the encounter was one that was extremely pleasant. After getting approval, Hope_ told me she is excited to come and visit the new business when it opens and wished me luck. After this encounter, I felt like my business would be right at home, knowing that it is actually wanted in that city. Mistake looks around and realizes he has rambled on for long enough, he steps down from the fruit crate and awaits peoples opinions on the matter. |

BlueBelle had been standing nearby and listened to the topic that was brought up. Having an opinion on the matter she decided to share it. I understand what you are saying. I like to believe that there is more quality then quantity and I find that having someone that ensures standards is a fairly good process to have when conducting business. I would like to see the cities appoint someone to do this and to come up with standards to uphold when businesses are in fact being built among the city. Whether it be from someone in the city or outside the city, there should be a set standard the city is looking for when reviewing plans for businesses. If these are not met then a business should not be built until they are. With a shrug, Belle stepped away and back to the edge of the crowd. |

Giving it a second though tyrant adds on to his sarcasm with a little more depth and substance... While it is admirable that you did ask for permission, requiring permission from city heads may lead to a slippery slope of paying city heads for permission, which in turn may restrict the free flow of businesses opening up shop. Which if a city head decides to do such a thing, that is their prerogative. Just from what I've seen in the past, it only did more harm than good. But you are right in asking for permission and not over stepping boundaries. It not only validates your business (as you mentioned) but also just a simple sign of respect... and we all know respect goes a long way in our line of work. |

Exiting a shop nearby with a hot cup of joe in his gloved hand, Kris overhears some people speaking up to a growing crowd. He wanders over to give a listen and hears the topic of validating businesses prior to their grand openings, so to speak. He merely nodded as he listened, agreeing with the speakers taking their turn. Taking a sip from his warm cup he smacks his lips and wipes the bit of coffee that still cling to his white beard. Debating on whether or not to speak up and put in his two cents. With that he pulled out his pocket watch and was taken aback by the time. "Maybe next time." Kris said, realizing he was already late as he scurried through the crowd, excusing himself to the other side and continuing down the street. His mind still pondering on how things might go smoother and quality might increase should someone be appointed from cities to vet new businesses as he disappeared around the corner. |

| BlackPanther listens to Mistake and acknowledges her concerns regarding quality, but he thinks it wouldn't be right to give the power to the GFC or anyone else. This World of ours is about giving others the opportunity to have a go and this would disrupt that. New people of this world may not have clue how to run a business and taking that away from them isn't a good idea. | |

Mistake looks at BlackPanther- rather confused, not sure why he referred to him as a "her". Was probably just a mix up of words, he thought to himself. I can understand where you are coming from, mate. However, if someone doesn't know how to run a business... Why should they be allowed to try and run it in someones city, especially one away from home. There are plenty of people around them that could help getting the business started. Tyrant, I can definitely see your point. Maybe it would restrict the flow of businesses slightly. This could in turn mean there is more quality over quantity, though. Plus, if a city head starts to make people pay to open a business in their city, people from other cities could boycott said city in retaliation. Maybe then they would come to their senses and be more fair, the best way to hurt them is by affecting their pockets. |

Ravel listened and nodded as each mafioso stepped forward and spoke their thoughts on businesses. Each had shown forethought worth considering, both in favor and against the idea of management for the business districts of the cities. Thinking on these things in conjunction with the journals of his forebears Ravel couldn't help but feel that some management would not be amiss. "I would tend to agree that having someone vet potential business owners would tend to help improve the end product, however I wonder if we could use our existing structure for this goal. The businesses which are started stand in support of our families first and foremost, so why not then submit our plans to our family leaders and their hands for review? Surely this would fit well within their role of guiding and leading those of us below and allow the Godfather Chairman to focus on more important matters than arranging meetings with every goomba who chooses to follow their dreams. They would retain the ability to resolve any issues that arise through the ordinary channels and their relationships with those dons who serve beneath them while maintaining proper control of their city without being so bogged down with the day to day." Ravel paused for a moment and considered the various responsibilities of the family leaders and their chosen hands and considered for a moment the addition of a further item. "It may be that this would cause undue burden to those leaders though, and in that case I would argue that an appointed chair of the business district would be a useful role. That said, great care would need to be taken in choosing such a person to best reflect the needs of the leadership in that city as well as having some accountability for any improper goings on that may occur." |

Chelsea stops on the corner and listens to Mistake and the others surrounding him. It was a topic that interested her. "I think this is a very valid suggestion. I don't think charging rent would be in anyone's best interest, as that may prove unenforceable, unless the Gods themselves hardwired that into the business district. But I think any responsible, potential business owner should run their business plan across the desk of someone in their upper structure before bringing it to the upper structure of the city they intend to bring it to. Someone just coming to a town that isn't theirs and setting up without asking seems pretty shady, considering the business we all find ourselves in." With a tip of her fedora, Chelsea winks at crew mate Mistake and stuffs a ten-spot in his breast pocket, then continues on down the street. Maybe if some quality was brought back to the business districts, she'd visit them one day. |

Mistake gives ChelseaCrossfire a cheeky smile before tipping his hat towards her. Couldn't have said it better myself. Looking through the journals, Ravel. It seems that most the time, the GodFather would appoint someone in the upper structures to be in charge of the business district for that city. This means it won't burden the GodFather, unless they decide to take on the role themselves. It would be similar to other roles we see around, just like the people that take charge of the best hit men. All that would be required for the role is someone sensible that has a good understanding of how a business should be structured, and how business should be handled. I couldn't agree more with what ChelseaCrossfire has said, it is rather strange that it is deemed acceptable to set up a business in someone else's city without any form of contact with the residing families. |
