Rafa steps out of his office. He walks out onto the streets of Bella Vista, Philadelphia. He has a sparkle in his eye and a slight grin on face. He sees a small group forming. They are anticipating some sort of speech as it is quite rare for Rafa to make a public appearance in the streets. Spaceman and Arya_Stark are in attendance.

"Well...I suppose this is it," he mutters under his breath. With the good graces of Spaceman and Arya_Stark, it is Rafa's turn to start up a family of his own to expand the population and more importantly, the reputation of Philadelphia.

"I believe that the new organization will be known as The MR Cartel. What will we stand for? Respect. Loyalty. Honor....Omerta. The MR Cartel will be a family that will welcome all, old and young, inexperienced and veterans. Anyone who is willing to put in the time and effort to be someone, will be welcome to join my organization here in Bella Vista. It is my intention to do great things here in Philly under my fellow mobsters Spaceman and Arya_Stark and I promise to do my best to make them proud," he turns to them--nodding.

"To everyone who has taken the time to lend me their ears, I invite you to join us in Philly. I believe I speak for all the families when I say that we have a wonderful group of gangsters who are some of the friendliest and most ruthless mobsters in this quite unique world of ours. I fully intend to continue the tradition of fostering friendships and spreading knowledge here in Bella Vista. So again, feel free to join," he explains to the rest of the crowd.

Rafa reaches into his coat pocket and pulls out a flash. He raises the flask to the crowd before taking a swig of whiskey.

"Cheers."

A young  Associate of the MR Cartel named Hard-Shell- comes to the streets to listen to his Boss Mr.Rafa speak. Recalling his forefather 's journal's.The ones who lived in Philly, loved the city with a passion.Now like several of his Kin he gets to gets a chance to live the experience himself thanks to Mr. Rafa .

sir, its a pleasure to work for you in Philly,and I look foward to see the success this fine city deserves .Shall we go get us some Philly Steak Sandwiches Boss?Because im starving here. Hard-Shell walks over to the car opening the door for Mr. Rafa .

Paul drinks coffee with a couple of friends of his  in a local café, when their attention gets dragged by people slowly gathering up and forming a group. The stand up and integrate into the mass, listening to what Rafa has to say. 

When Rafa finishes the speech, Paul Manna and a few associates of his show politeness and congratulate Rafa, wishing him good wishes. They all shake hands. 

Then Paul and his friends get back to finish now already cold coffee, while likely speaking about new crew in town.

Indifference strolls up - late as always to the shitshow.  This is a big deal.  I mean - Rafa just got his shot to run a crew, but Indy was actually out in the streets talking.  He's usually too bunged up on his couch with alcohol to worry about such things as street speeches.  He places his arm tightly around the asshole newly minted Crew Leader and pops a big stogy in his mouth and throws a glass of moonshine cognac in his hand. 

" Rafa , I've watched you blunder through this life and I know you will not let Philly down.  The way that you can get things accomplished so effortlessly here in this city sure goes a long way to making sure things get done and I can stay drunk.  Now run along, I know you have important things to address.  Let's continue to make Philadelphia great again!!"

Indifference smiles and nods at Rafa while giving him one more squeeze tight before staggering off into the streets.

A letter & package arrives after news of Rafa's authorization finally reaches all the known corners of the United States underworld.

I wish to send you my sincerest congratulations on your new business venture.  I've been through Philly a few times now and I can say it's a fine city - made better now by your rise to prominence.  I have sent a nice wine along with this letter, I hope that you can enjoy it with good friends.

A few days after the speech, Tara notices Rafa on the streets of Philly and stops to shake his hand.

"I congratulate you, sir, on your new position. It sounds like you'll bringing some of the old school values to bear in your organization. I've heard quite a bit about leading a crew from various sources, but I can honestly say that starting from nothing and building your crew from the ground up is one of the most rewarding experiences in our line of work. I wish you the very best in your quest!"
