In the early hours of the morning, the street lamps still barely lit and the sun setting far off clouds aflame, three handymen begin to raise a banner across the street. It takes all three of them, one on each end of the sign and a third guy lazily pointing to which end needs to be raised higher while spending more time concentrating on the rock he's kicking back and forth. Finally, just as their hands begin to turn to ice beneath their thin cotton gloves, the banner stretches across the roadway and gleams a bright white in the early morning light. The two workers climb down their prospective street poles and join the third standing in the middle of the road. They look up, notice the left side is a tad higher than the right and smile widely at each other. All it says is "Come To St. Louis Where The Angel's Dagger Welcomes You!" The Godfather had promised them each two free hands of Blackjack if they put up a sign like this in each of the crime cities. The three of them, all cousins of a sort, couldn't wait to go win big. As the turned around and started to make their way to somewhere warm, their plans for all the money they'd win echoed softly down the street in time with the swaying of the street banner.

Come morning the citizens of each city notice this vague banner and seek more information. The Godfather, Joey_Cesari, being a smart man commissioned several thousand flyers to be posted around each city, giving the people of the crime cities a taste of what they could experience at his lovely new casino. He rather liked the idea of mass advertisement and was proud that he'd thought to put out a teaser campaign in those banners. He had hoped to intrigue them with the banners and rope them in with the flyers. Seemed to be doing the trick too. He picked up a flyer and read it again to himself.
