'Rogue' is a feature in the game that pops up every so often so that the users can race to kill it for fun and a +1 to their gun.  You can not fail on it, and you can shoot at it regardless of your timers, skill or your location.  He gets created with a few seconds of protection, and then the game notifies everyone in the main channel on IRC/Lounge what time he can be shot.  Those who pay attention then all swoop in at the appropriate time and try to kill him.  The first person to land a shot right after he loses his protection, gets the kill.
