We are trying something new to see how it works out.  We have added to the amount of rogues that are generated, with 1 out of 7 rogues now being set to private and sent up to 10 people via PM who have been actively chatting in any of the lounge channels that are tracked for last active times.

This means that we are giving extra kills to those who go the extra mile with their social activity.

When there are over 10 people who qualify, we need to prune the list to 10 so we will bias it towards those with better vote records.

"otherwise it's an unfair advantage in training a gun for those that can't use lounge"  Every single player can use lounge, but just like the rest of the game some are able to play longer, or in more situations around the day.  I would be willing to bet this person can also do more petties than others, felonies than other, JBs, PPs, wacks, deals and so on because they can be on doing all things more often.

There is no cap on the private rogues because simply there isn't that many.  If you see someone get 10 private rogues that month and you think that number is too high and scary for your own safety then simply shoot them in the face, ending the threat early.

I'm not trying to be a dick here, but simply put - I don't feel a cap is necessary. "Joe can play an hour more than me per day, cap his jail breaks so he doesn't out rank me!" is kind of counterproductive where we try to reward those who put in the most work :/
