This morning, the cities of Philadelphia, Detroit and New York made the difficult decision of removing Chicago. This decision was extremely painful and equally as difficult. I consider many people who fell today to be good friends of mine. What happened today is nothing I take pleasure in doing.

Going back from May, the stabilization of the country after the devastating war that preceded it brought months of peaceful expansion that was propelled by a common vision - and agreement - that we should make an attempt towards working with each other.

This is a goal often stated, but rarely achieved in a meaningful, lasting way in this world. This era has been an exception to what is more often than not a predictable cycle of regime churn that is so common on these shores.

Speaking solely from my perspective, that relationship that I enjoyed with Chicago, as well as my observation of their relationship with Detroit - seemed to have changed in ways over the past month and a half that led me to question a long term relationship with the city of Chicago that could continue without potentially jeopardizing Philadelphia or New York.

The openness that we shared at the beginning of the era appeared to have changed in its tone, and talk of improving the country and cutting through the noise had given way to discussing threats. While an amount of this is normal for any lasting regime after a certain period of time, the frequency of these conversations and their tone seemed to have changed.

In many cases, nothing came of them. The vast majority of these were rebuffed, and we went along with our business. In other cases, lives were taken. Some of these were predicated with good reason - others were not.

Philadelphia was, for the most part, not on the receiving end of these requests. Detroit and New York were a different story, and the recent restructuring in New York prompted scrutiny from the Godmother. Scrutiny that included those who served their city.

For the first time since I've had the distinct honor of representing Philadelphia, I had felt that a lens was placed on Philadelphia and our sister city in New York. And, for the first time, my natural instinct to be diplomatic in previous instances now felt like a gamble that I was not comfortable with taking, especially when the people you've served and worked alongside with for months suddenly feels at risk of being lost.

One of the most difficult and frustrating aspects of this life is this world's inclination to push those at the top to stop reaching forward and to instead start looking behind them. It's a problem without much of a cure, and it affects us all to varying extents. I will not be the last to say that preservation is a powerful motivator, and the chief impetus behind both Chicago's approach and our reaction are two sides of the same coin. I do not fault the Godmother for doing her job in being proactive in protecting the assets in her city - it was her job.

Today is a day of mourning. My condolences go out to the many that lost their lives in this event, not least of which is the Godmother herself.

Godmother Lucania's legacy is one that many attempt to achieve but so very rarely do; her influence on this world touches nearly every aspect of these cities as I speak to you. To carry the weight of so much on her shoulders after such a devastating war - and her success in helping fund, populate, and support the empty cities of the world at the time into a thriving, active criminal underground is a testament to her outstanding work ethic.

The unflinching dedication she had towards her organization and the level of care she afforded her members is one that we should ever be so lucky to experience in this life. History will - and should - remember Godmother Lucania in this way, as her role in shaping this world for the better over the past several months can't be overstated, and many - myself included - will miss her.

Marie only did what she thought was right and stood behind what she believed and never seemed to waver and give into outside influence. She dedicated herself to helping rebuild and grow these shores to an extent that is hard to believe. She was my friend and for a long time my closest ally.

When the people at the top stop looking forward and start looking backward things grow stagnant and rifts are grown. Detroit was looked at repeatedly and its people scrutinized under a microscope. It is true I have killed people that were looked at from Detroit and some were justified and some were not.

Not too long ago one of my biggest and most loyal Crew leaders and now GF's was put through this treatment and I refused to kill him. But for me, that was one of the final straws so to speak. I could not keep putting my people and city through that. The members of Detroit have been nothing but hardworking and loyal and deserved me to step up and put a stop to it.

The decision to move on Chicago and Marie is not one that was taken lightly nor was it an easy decision. Its one that will pain me for a long time and I believe will taint my legacy. But in the end, all we can do as leaders is making decisions with the information we have available to us. Those decisions, Right or wrong, are the part of the job that none of us like or want to do.

Marie should be remembered for work she put in and the good she did. In the end, she was killed for only trying to look out for her city and her people, which in itself is a messed up thing. People ask me what its like to be at the top and I tell them that every decision you make even if it is the right for you and your city can get you killed and that it is a thankless job where those decisions are judged by everyone. Taking out Chicago is something I will be judged for by everyone.
