Is there anyway if I tip twice in a row it can assure a new person, given there are other guards around to be shot.  I understand the player may have a ton of bgs thus increasing likelihood , but this just feels like a waste of credits .

If you're there, and shooting the BGs, why would you need to tip again? I don't get the issue sorry. It's a waste of credits when you know the targets there and got BG's.

Ju_ST_Ice if you do not build I don't expect you to understand why I would rather shoot a durden Bodyguard then a dead players.

Request a district and previous employers name of the nearest unemployed bodyguard.

 

Nearest is the keyword in this tip. Maybe fly tons different district and test your chances?

Beyond I get that aspect of flying to another city . I just believe if I paid for 5 tips and there are 3 guards left in the district I am in. It should at least cycle through the 3 there within those 5 tips. Repeating the same person when there are for certain other guards around does not seem ideal.

That's understandable, but when the tip itself saids "nearest bg" that's exactly what you will get. Now what about making it a random bg in your district instead. Yes, you would have a chance to get the same bg, but you may get another one to benefit from.

Beyond I think thats what its on right now, but since players buy so many bgs it tends to land on them more often. How about  cycle a random player instead a random bodyguard, that way it could limit the amount of times possible to land on said players bodyguards when tipping.
