Wacking is an important aspect of this world. The better a family performs in this area, the longer it can stay around and continue to grow. It's also an area that comes with a lot of rules and techniques. This thread brings all that together for you to learn or refresh your memory on.
Read it carefully, ask questions before pulling the trigger ALWAYS.

Rules of Wacking

No matter how good you become at wacking, if you don't stick to the rules, you'll end up dead quickly. So because of that we'll start with the rules that every family in the country will live by.

Do NOT shoot sponsored members of this community. The only time this is acceptable is a person with authority gives you the order to.

People with authority are your Crewleader, Right Hand or Left Hand Man. If none of those are present and the matter is urgent, for example the case of a rogue or a war, you can accept orders from your (acting) Godfather or any other of the uppers from your district / city.

The exception to this rule are members of the TylerDurden crew. *

Do NOT shoot unsponsored members wearing a -1, 4H tag on their profile (shows on top-right of the profile)
Do NOT shoot the bodyguards of alive members, unless someone with authority specifically tells you to do so.

People with authority are the same as for Rule #1.
The exception to this rule are members of the TylerDurden crew.

Do NOT shoot a CA (Crooked or Corrupt Agent, Officer in the locals-list) that you do not own.
Do NOT shoot a MIA (Manual Spawned In active) within 5 minutes of its start date, unless you spawned them yourself.

* Please refrain from shooting at either TylerDurden, or his hands MarlaSinger and RobertPaulson for your own safety. You need to be extremelywell trained to be able to hit them and that's also dependent on how well the other players in the game are trained.

So what can you shoot?
Luckily there's enough that you can shoot. Keep scrolling for a list of different targets and how to go about wacking them.

This is a guide about making bad choices the right way. If you think you don't need something like that, then I simply ask you to look at yourself and consider the choices you've made so far to end up reading this text. Stealing from defenseless people in the streets, robbing honest businessmen, busting out convicted criminals, selling massive amounts of narcotics... We both know you're not gonna straighten out and volunteer at a soup kitchen any time soon, so you better read this to the end and pay attention:

DAY 0

When a new character is created, he will not have a gun until he completes 75 Petty Crimes. This will be visible in the upper right corner of your screen, right beside the timers bar.

Once you acquire a gun, you will not be able to use it until you are 24 hours old and at the rank of Gangster. This is to prevent people from creating new characters and trying to kill someone over and over again until they succeed.

DAY 1 --> Maxing

Depending on how you created your character, you may need to train your weapon to what is called "Max". This may be a bit confusing for new players but the max point is actually a wack stat of 0. You will start out with what we call a negative wack stat. For example, someone that rolls 100% stealth will have Marksmanship of 49. A Marksmanship of 100 is needed before you can start counting Wack Stat so a person starting on this roll will have 51 gun trains needed to get to 100 marksmanship AKA Wack Stat of 0.

To find out how far away you are from maxing, you will need to take a look at your starting roll (Manage>Settings>Profile). Scroll down until you find something that looks like this:

Startup Roll

Marksmanship 80%
Physique XX%
Stealthiness XX%
Defense XX%
Breaking and Entering XX%
Intimidation XX%
Street Smarts XX%

The percentage that interests you is Marksmanship. In this example, a character with 80% will need 20 shots to reach 100% and be "maxed". Someone with 62% markmanship would need 38 shots and someone who started with 100% marksmanship is already maxed.

If you chose to answer the RolePlay questions instead of rolling the dice, then your job is a little harder. You will not know how many shots you need to max your weapon, but you will know when it's maxed by observing the following two things:

You are able to use the shooting range (Actions>Train>Shooting Range). If you are maxed, the shooting range will not let you train and give you this message "This place has nothing to offer you, you need to hone your skills elsewhere."

OR

You have unlimited MIA contracts (Actions>Train>Take On A Contract). Before maxing, you will be able to buy and kill as many of these contracts as you please. When you're maxed, a limit will appear in this page saying "You are eligible to fulfill XX contracts (Made-IAs) at this time."
You will have to be extra careful and check between every shot until you know your gun is maxed.

How to Max Your Weapon

Shooting any of the legal targets discussed below in detail will help you max your weapon. However, your skill is still very weak and you may find yourself missing the target. Because of this weakness, you have access to the shooting range (Actions>Train>Shooting Range), where you can train for a relatively small amount of cash. Each session in the range will take a long time to complete and will give you a large cooldown on both Attack and Travel timers. It is however a sure +1 on your weapon and it is recommended that you visit the range a few times if you are a new player, at least until you have experience with more aspects of the game.

Targets

MIA (Made-InActives):

Worth: +1
Cost: 1 Credit
Created by the users through (Actions>Train>Take On A Contract)
Is tagged "MIA" on its profile page
Easiest of the targets to kill

Important details: If you are not yet maxed, you can buy and kill as many MIA as you wish. After maxing, a limit is placed on the number of MIA you can kill in the form of "You are eligible to fulfill XX contracts (Made-IAs) at this time.". These will refill on their own, a message on the contract page will let you know when your next one is available "A Xth contract becomes available in 4 hours, 21 minutes, 12 seconds". Keep in mind that if you have no more contracts available, you will still be able to buy more, but you won't be able to kill them.

MIA will always be created in the district you are at the moment of purchasing the contract. You will receive a personal with their name and time of creation and if you have timers on, you will notice a new timer "M: 1:00" will start to count down. After one minute, the MIA will turn from Civilian to Gangster and you will be able to shoot it.

Taking it one step further: Every once in a while, someone buys a MIA and forgets about it. These are up for grabs once 5 min have passed from their spawn time (please check city rules before hunting those, as things may change from time to time News&Info>Information>City Rules)

RIA (Race/Random-InActives):

Worth: +1
Cost: Free!
Created by the game
Is tagged "RIA" on its profile page
Important details: To hunt for these efficiently, you will need access to the crew's RIA list. Contact our CL or his hands to get it!

To shoot a RIA, you have to be in the right district at the right time. As soon as the RIA is 7 days old, its rank becomes Gangster and it can be killed. Many people will be shooting as fast as they can to try and get the kill, so don't get disappointed if you don't manage to get any kills for your first tries. Check out the shooting technique advice given further down in the guide.

Taking it one step further: Every once in a while, the game will create a special RIA, one that hasn't been alive for a full week but is already Gangster rank! These are up for grabs by anyone!

Inactive Players:

Worth: +1
Cost: Free!
Can have lots of different tags
Sometimes harder than MIA and RIA due to the defense rating
Important details: Hunting method is the same as RIA. However, you need to be extra careful! Do not shoot anyone that is sponsored. If you take down a member of another family, you will most probably have to follow them to the grave.

Sometimes, a player has reached the rank of Gangster but still has a 4H or -1 tag on him. Shooting that target will result in no skill gained or loss of skill. When you're faced with such a target, you will need to constantly refresh the profile page until he turns 7 days old and the tags disappear. Only then should you shoot.

Rogue:

Worth: +1
Cost: Free!
Can be shot at any time from any place
Does not use your Attack Timer
Possibly the sexiest of kills
Important Details: The Rogue is randomly spawned by the game. He will appear in the bold suit of a crew leader on your online list. The Rogue can be shot from all districts, even if your Attack Timer is on cooldown. A message will appear stating that your target is protected, but that's not the usual 4 hour protection! It may take anywhere from 1 shot to thousands of them for him to die. You must not show mercy if you want that +1! Keep shooting until he's dead. FYI if you use IRC and are on Divine Lunacy, the Rogues time to drop Pro will be announced unless the Admins manually spawn him.

Taking it one step further: We all like to be competitive with our guns, but the Rogue is something you should let your crew know about. Many people will be shooting at it like mad and the chances of you getting it are even slimmer than a seriously ganged up RIA. Send a message in your crew chat while you're spamming those shots (even a simple "rog" will get people's attention) and let your crew members join the race. A kill for your crew is always better than a kill for anyone else!

Durdens:

Worth: +1
Cost: Free!/Created by players
Is tagged "NPC" on its profile page
Slightly Protected with 1 Fully Trained Bodyguard
DANGER!

Absolutely do not shoot Durdens before making sure you read and understood this whole section!

DANGER!

Important details: The Durden crew will always consist of TylerDurden as the CL, MarlaSinger as the RHM and RobertPaulson as the LHM. Their members will range from Gangster to Don and have randomly generated names.

Durdens will spawn automatically on three occasions: 1)A new person reaches the rank of Godfather 2)A certain number of MIA contracts (fairly large) is purchased by players. 3)A person spends a bunch of credits to spawn the crew manually with a common last name.

Durdens spawned by players using credits will have the usual upper structure, but their members will all be of Gangster rank.

Durdens are Slightly Protected with 1 Fully Trained Bodyguard. This means that if you are at the same rank, you will need at least +5 over maxed to kill it. Shooting a Durden that outranks you will require even more weapon strength to get the kill. If you fail to kill a Durden that outranks you, the Durden crew will retaliate and SHOOT YOU! Do not attempt a shot on a Durden if you are not 100% sure you can hit it. Tyler likes to visit funerals and spit on the casks of those who fell to his henchmen. It is a mark of shame and you are better than that!  If you find yourself missing a Durden, fly out of the city immediately.

Durdens are easy to hunt. Often, a mapping thread will be sent out via mass mail pinpointing the names and locations of the Durden crew. The district with the most posts done by VIP forum members will have access to an automatic mapping tool giving the name of an unprotected Durden in the City you're currently in (News&Info>Research>Durden Mapping). If neither of those is available, do not despair! Hunting Durdens is as easy as looking up the profile of TylerDurden and then scrolling profile pages to the right (using the small arrow buttons), until you find a live target near you!

Taking it one step further: Purchasing a MIA contract will sometimes give you a message about TylerDurden arriving at the airport in X hours. This means the number of MIA contracts required for a spawn is nearing the target and with the current rate of purchases, that is the estimated time of his arrival. Nevertheless, these messages are always 1-2 hours off, as people seem to pick up the pace when they know it's about to happen. Purchasing one of the very last MIAs before a spawn will grant you a Mapping Credit, which you can use to generate a mapping thread for your fellow hitters!

Durdens can be useful to complete a number of shooting achievements that require different targets of various ranks to be killed. If you have the luxury of choice, go for those that are going to grant you money and experience on top of a +1 on your gun!

TylerDurden cannot be shot until everyone else in his crew is dead, and will die to the 5 strongest guns of the game even if they can't actually hit IWP targets. Aim straight, aim big and you will one day kill him!

Personal CA (Crooked/Corrupt Agent):

Worth: +1
Cost: 10 Credits
Is tagged "CA" on its profile page

DANGER!

Absolutely do not shoot CAs before making sure you read and understood this whole section!

DANGER!

Important Details: CAs are incredibly useful and it is highly recommended that at all times you have at least one in your payroll (refer to the money making guide if you don't know what services they provide). CAs will automatically retire when they are 32 days old. That means you have up to 31.9 days to kill them yourself!

Never shoot a CA that does not belong to you. Even if a friend gives you permission to gun their CA down, you must politely decline. If you shoot a CA that is not yours, other CAs will be shooting at you every 4 hours for 24 hours. There is no reason to risk losing all your hard work for a +1 on your weapon.

Taking it one step further: I would love to tell you that you can find and shoot unemployed CAs with no risk of shootbacks, but unfortunately that has been changed and all CAs that do not belong to you will trigger the wrath of the police department when shot.

BGs (Bodyguards):

Worth: +0.25 / +0.5
Cost: Free!
Tricky to calculate for your weapon strength!

Important Details:

Shooting BGs is and is not the most efficient way of spending your attack timer, but it is hell of a lot better than sitting without doing something. BG shots can be tricky to calculate and as a rule of thumb, if you are unsure how much the shot was worth, you should choose to add the least possible amount to your weapon, because it's always safer to err on the lower side.

Hunting BGs is relatively easy. If you know where a person died, their BGs will be at that district. Durdens will move to a different location than the one they were killed in, but you can always scroll through the obits or their profile pages until you find one near you. There is also a tipping option to get the location of unemployed BGs and the name of the previous employer (News&Info>Research>Tips)

When shooting bodyguards, there are a lot of different messages that can appear, ranging from simply wounding a bodyguard, to killing multiple bodyguards with one shot. Generally speaking a BG kill is worth +0.5 (any shot that includes the word "killed") and a BG wound is worth +0.25 (any shot that includes the word "wounded"). A shot that killed one or more BGs AND wounded another one should be counted as a +0.5.

While these numbers imply that killing one BG is worth +0.5, that is only correct MOST of the time. The truth is that killing one Fully Trained Bodyguard is worth +0.5, and that is the root of all problems with calculating your shot's worth. When shooting Player's BGs, you have no idea how well trained and upkept they were, they could be anywhere from 10 to 125 skill. For that reason, it is recommended to shoot only at Durden's BGs, which are by default Fully Trained at 100 skill. The exception to this is that player BG’s, if there are enough, will grant you +0.5 because you will do your guns damage worth to more than 1 BG. For example a good gun shooting at a dead players untrained BG’s might see “You killed five bodyguards and wounded a sixth.” Despite killing 5 Bodyguards it is counted as 1 full trained at +0.5.

Shooting at dead player's BGs, you should always shoot at the strongest BGs and avoid shooting their last ones (when they are Protected or Slightly Protected) because you may end up shooting through all of them together and then you cannot know 100% that your shot was worth a +0.5.

I mentioned that BG shooting can be the most efficient and cannot. This is dependant on 2 things. 1 that you have the BG Cleanup Perk. 2 that there are a LOT of unemployed BG’s around. The game is set to increase the chance of the perk if there are a lot of BG’s around to shoot. It is possible to get +8 on your gun each hour by shooting 16 BG’s back to back. Extremely rare but as long as you get 2 or more BG’s you have been efficient that hour scoring +1 or more.

Shooting Technique

Now that you know what to shoot, it's time to practice shooting properly.
This will help you win more races and be an excellent pro shooter if duty calls.

Your weapon can shoot once every 301ms (milliseconds). The rookie technique is spamming as fast as you can alternating between shots and penalties. Assuming you click 4 times per second which is pretty easy, you're getting 2 shots and 2 penalties. If you want to get the 3 shots you can get in one second you need to click 6 times. This is very hard for many to do and quite unnecessary. Instead, you should pace yourself properly and shoot 3 times per second without getting any penalties. You're aiming for a 300-330 delay between each shot. Start clicking 10-20 seconds before the race to get into a rhythm, speeding up your clicks until the first penalties appear, then drop the pace down just a tiny bit and you're golden! You're shooting 3 times per second and you'll start seeing more of those sweet sweet Success! Dat bum's swimmin with da fishes.

Going all the way

Spend a credit or two and get those shooting perks. Both the attack and the BG cleanup perks will help you speed things up, no matter what stage your weapon is in. The attack perk can proc on a shooting range and let you do another instantly and if it procs on a MIA, it won't reduce your available contracts!

Finally, if you are unsure about the target you're looking at...

DON'T SHOOT IT until you speak with someone in the crew's upper structure!

HITLISTING:

If you have to hitlist someone to shoot them and miss or they are protected already then BUY YOUR HIT OFF. Unless you put a reward up or placed the hit anonymously it's FREE.

If you do not buy your hit off your shot time can be easily estimated by the time the hit was placed. This gives "the enemy" the upper hand should we ever be attacked. Plus, it can make seeing hits on family members or other members of the community very hard to see when there are a large number of hits placed.
