We are changing the number of DFPs available.  When this was originally written, it was on the assumption that most cities would have the same number of districts.  We are adjusting the code that figures out how many DFPs are available to account a little more for number of districts into its formula.

Since the moment it becomes available it will probably be instantly purchased, the new ones have been given random "pro" time that will expire within 7 days so that it doesn't cater to any particular day of week or time of day.  (This way all new ones arn't just purchased by the first few people who read this message)
