Transistor exits the rear driver door of a black sedan. Several figures crowd behind him as he addresses several people who gathered. He knew why they were there. They knew why they were there. There was no introduction needed.

The time has come to call attention to the open districts within the fine city of Seattle. Waterfront is now unoccupied and needs two fresh and hungry faces to occupy it. I see many of you out there staring back. I see the hunger. Let's work together to make it a reality for you and yours.

Transistor motions to one of his men, Niko, who begins to hand out flyers to those gathered with their arms outstretched.

The stipulations are as follows:

1) Must be 45 days old and younger and not be a current crew leader.

2) One time set-up fee of $8,000,000 for the central district and $5,000,000 for the other two districts payable to ConstanceBonacieux.

3) Maximum of 2 crews per district.

4) Maximum HQ size of 15, if the leader survives for 30 days they will be able to upgrade to the 30 man HQ.

5) The leader is to cover the cost of their HQ and forts by themselves.

6) Spots will be first come, first serve.

7) Leaders may take a RH and an LH from other crews, but no other members, they will have to build membership on their own.

8) If a district is empty then two new crews will be allowed to enter with the same requirements. If there is only one crew in the district it will still be considered populated.

9) If there is a dispute between one district and another no other city will step in unless they feel that they are at risk. If another city has a substantiated reason to believe that any or all of the districts of Seattle pose a risk they may intervene in the leadership of that district. 

10) Must have current leader's blessing to make this move. If not, the current leader may react in whichever way they feel necessary, even if it means killing the member that left.

We will not hold districts open, as it is a first come, first serve system.

These districts will go quick, just as they have each and every time we have called attention to their absence, as such if you are interested the time is now to get in touch.

Transistor shifts his attention to Sam who opens the door of the sedan. Transistor sits down and swings his legs into the vehicle.

Good morning to you all.

The door shuts.

The person spoke but there was no one around to hear or respond to them. A sense of self loathing and discomfort with their decisions came across him or her.

It was sad.

Shady had a slow morning... trying to find people with deep pockets so he could liberate funds from them. He heard someone speak in the distance and made his way over.

Closely listening to Transistor he thinks for a few moments... as he is about to speak he looks around... sees no one then decides to rather back away.

^{Shady also just remembered his meeting with his money manager earlier in the morning. He was unable to forget what he said...
" Boss you spend way too much, the clubs the donations even the way you feed your personal guards. We can't afford it right now "}

Shaking his head Shady mumbles for a moment .... he spots a rich target and chases him...  leaving the scene.
