LonelyWolf has never really liked this thing to pay up to start a new city, but what I know, its just my opinion, the deal seems good but its also very dangerous to do as I see it.

"Uh - I don't think this is a good idea anymore.  We need to rebuild.  Putting a pricetag on a crew is ridiculous.  Let's move on from this and get some good people running families."

Or possibly just let the city still be a "Comp" city, but just make it free that way we can allow for the new blood to move over. Also take the limit off of the HQ size, give people a real chance without it costing them the pricetag to build two characters. 

Don stumbles out of a nearby bar with a young woman on his arm. He laughs, and carries a conversation with the woman, until he hears a commotion, he rounds the corner and sees a gathered mass of lost souls. After listening he steps up, and speaks.

"This idea was ludicrous from the beginning. I say we move scrap this whole thing, come up with a better plan of action....hopefully in a bar somewhere."

Don finds the young woman he was escorting home, and walks off with her.

Tutte were pretty new in town and were absolutely not satisfied over this action, he thought it was best for anyone to take their own action in dearly Detroit and settled down here as free human beings without any stupid paying-stuff to do it. When he woke up this morning he was a free man and so was everone else in this world, we dont need any masters that says what other do in such things like settle a city and let it grow back up.

He takes a deep breath and walks out again with his head down in sadness over those thought built up. He wante a free world there people themselves did what they wanted without any tried to be a dictator.
