| Right now when I do Federal Crimes (which I didn't know I had unlocked), I tend to use up the Insta unwishingly. There should be a cooldown timer to see when you can crime again for free - without using up any Insta's! | |

Unfortunately there is no way to not use your Insta's. It's something that has been considered for change. |
