As some have pointed out there already is some silent treaty in effect; breaking the pattern that is deemed healthy by those most powerful will cause intervention. This by default means you commit or die. While for the short-sighted that seems to have the same effect as a public treaty, there is a big difference. Anything silent is up for interpretation, while anything public makes it easy to inquire about until absolute clarity is there.

Once there is just black and white, it's easier to hold people to it and more difficult for those wielding the guns to bend interpretation to their will without losing public backing. Now it's fair to say you don't need public backing if you're the strongest, but it's equally fair to realise that being the strongest with public backing massively increases career longevity compared to lacking the support from the community. Fuck hypocrites after all.

That brings us to the point that Lord Kuku at most pitches a blurry dot on the horizon. Like a kid who understands that bad is bad, but has no real idea how to battle the bad other than telling one shouldn't do it. We can't tell ourselves to stop being dark. We need to let the light in, that will drive the dark out. However whatever 'dark' means is up for interpretation and pretty much dependent on whether you're blocking the light or in the shade. A treaty to conform to an undefined concept of peace and stability doesn't make sense.

A dialogue about what it is does make a lot of sense.
If we reach consensus about that, it's easier to remind those holding the guns when someone messes up.
At the same time it's easier for those in the shade to recognise who the hell is blocking the light. If a tall guy is blocking the late, the many should keep hitting him in the kneecaps until they crumble the bastard so the light comes back on.

A peace treaty doesn't hold value until we define what peace means.
Peace doesn't hold value until people are willing to die for it.
Accepting a silent treaty as the consensus so someone tells you your parents died because they were bad for business... it also doesn't make sense.

Throws a rock in the air, which falls into a puddle of mud. The mud splashes up and quickly settles on the ground again.

Good idea for the sake of saving many peeps. As it stands, we got a few waiting to be 11 days old so they can climb back up on the horse to seek vengeance because they were knocked off their horse. The circle of life is in effect. Let rogues live on.
