How exactly are you planning to just "get into jail" on a whim if someone flies to your city?

It's simple have no CA, fail busting a 20, then you bust him out.

That is indeed a simple task. It however requires the jail being filled firstly. Is the person involved suggesting he'll fill the jail and have himself tossed in, thus costing himself approx 500k? 

What if someone else busts him out before you did?

What if I collude with someone else? I tell him i'll pay 5k per bust, but in fact dont ever bust him and get my friends to keep busting him. Thus they get free busts, he earns zero?

Would make more sense for you to advertise this as an "Arrested Active" achievement aid, but that particular achievement only gives experience (or it did the last time I completed it, iirc).

It's an interesting idea, but I think you'd have more fun actually playing, and you'll certainly make a fuckton more money - even just through pettying - than you would from this, I would imagine... but good luck to you nonetheless.
