[1st of October - 06:00]

The mayor of the city of Las Vegas sits down at his desk writing a letter to Mikhail the Soviet. Sweat was beading down his face and his hand trembled as he wrote every word. He knew there would be kick back but the city council was too close to discovering the skeletons in his closet.
As soon as he finished, he wiped the sweat from his brow and placed the letter in an envelope. It simply read "To: The Bear". As he seeled the envelope there is a knock at the door. A shock goes up his spine, he looks at the door in disbelief.
A voice from the other side of the large oak doors exclaims:

"Sir, the messenger you requested is here."

Relief sets in and he moves to the door. As he opened it, it reveiled a young secretary and a young man with a bag. He gives the boy a handshake and passes him the letter, speaking in a low tone.

"This is to go directly to its destination. No detours, understood?"

The messenger nods profusely before excusing himself quickly from the room, making his way to the receiver.

[1st of October - 07:14]

Mikhail makes his way to the dining room in his manor. He sits at the head of the table and places both hands on the table. Two half naked women bring him his breafast and the newspaper. The room around his was quiet. Peaceful.
Surrounded by his large and extravagant art he found comfort in a traditional Russian breakfast, kasha. Every painting depicting him slaying wild beasts and holding the soviet flag. A communist masterpiece.

"Chto blyat?" (What the fuck do you want?)

His peace was disturbed by a knock on the door as a well-built bahemouth of a man steps through with a young man.

"This young man has a letter and he will only deliver it to you, sir."

Mikhail sighs and gestures to have the letter brought over. The young man takes a step forward and the Goliath impersonator placed his enormous hands on the mans shoulders and holds his hand out for the letter.
The man looked back at Mikhail expecting to take the letter himself to which he's responded with a eyebrow raise. He wasn't in the mood to deal with some little shit so early.
The man passes the letter to the 7'8", 400lb bodyguard and he takes it over bowing his head and he delivers it on the palms of his hand. Mikhail snatched the letter and quickly opening it, scoffing as he does thinking of what could possibly be so important to interrupt his peaceful breakfast.

To Mikhail,

I am writing this letter regarding your operations in this city and to inform you that you have broken the laws of this land and will need to pay for your crimes.

You are to cease all operation and turn yourself in at once.
Failure to do so will result in an additional charge of resisting arrest.

Mikhail starts laughing uncontrollably. Could this be real? The mayor expected this to absolve all the corrupt activity that the L.V. Police force and the mayors office had?

"Boy, who gave you this letter?"

"The mayor, sir. Directly."

"Ok..."

He gets up from his chair and walks towards the boy, gesturing with his head to go through the door. They continue to walk until they reach a room that was under renovation.

"Stand here"

The man moves to the middle of the room over a large tarp to protect the floor from the paint and looks back at Mikhail.
Mikhail simply pulls his .38 out of his robe and shoots the messenger right between the eyes.
"If this fucking pider wants to scare me. Then I'll show him REAL fear." he exclaims to the ceiling. He turns back to the bodyguard and gives the orders

"Put him on the mayors fucking doorstep then call the crew leaders I want them here in the next 15 minutes. What the fuck are you waiting for? BLATJ (NOW)!"

He walks back to the dining room and sits down to have his breakfast.

[1st of October - 07:42]

Joseph arrives at the Chairman's hall and looks around the room. It wasn't often that you'd see all the crew leaders together. Word of the Mayor's actions had already spread and were on everyone's mind.

"Good morning everyone. I'm pleased to see all of you."

Mikhail spots Joseph in the corner and sighs.

"I believe I asked for the crew leaders and not the help but whatever; there is no time to waste. As you all may have heard the Mayor has decided to grow some balls. So we will be removing them. Any ideas?"

Joseph thought for a moment and raised his hand slowly.

"This is going to be good... What Joseph?"

"How about we do a mass-hit on the city? If we organise the heists around the cities for the same times, we could make a very good revenue and keep the police so stretched thin it would be easy to get away. If we maximize on the violence and distruction then we can strike fear into the Mayor once again."

Everyone looked around. It seemed like most of the people in the room approved of the idea or simply didn't have a better one.

"Well, I'm surprised. I mean, you wouldn't be much help if you didn't help. I like it, that's what we'll do. We fill the streets on the 31st of October, keep the loot stashed until the end of third week of November then split acordingly. Get to work and good luck."

Everyone had their assignments. All we had to do was cause trouble. Simple enough. All the crew leaders and other members made their way out, on their way to inform their respective crews.
