Just so other people may understand the reasoning behind this. Leaders employ these people to work for their family, so if said leader dies and leaves this person unemployed, it doesn't make them fair game for everyone and anyone. You will most likely always find these people given the same protection as those that wish to continue with a life of crime.

Yes, NPM's are protected too,someone paid good money for them and they are going to get their money's worth(somewhat)by getting a kill on them.
