The sleek, freshly waxed obsidian vehicle came to a smooth stop at the edge of a sidewalk. A bodyguard steps out of the front right passenger seat and takes a moment to assess the area before moving to open the rear passenger door. Dominick would step out of the vehicle, a smile curling at the corners of his lips as he looked to his bodyguard before tucking a thick billfold into the mans front jacket pocket. 

"Thanks Maurice.."

Dominick had taken the responsibilities for mentioning the recent bloodshed in the streets. The smoke still hadn't cleared, bodies were still being recovered and blood still ran in the streets. Dominick glanced around a moment before knocking over a crate and taking a stand upon it.

"Good evening ladies and gentlemen. Before I begin, I'd like to give today's fallen a moment of silence."

Dominick cleared his throat and bowed his head for several moments before lifting his head again.

"Respect, honor, and loyalty. These are the core values we had sought and found in those we authorized to run an organization in Detroit and Philadelphia after our most recent great war. The people we selected had also fought valiantly with those who ultimately took the reigns, in this thing of ours."

Dominick took a breath, glancing about the gather crowd and offering a nod to several familiar faces.

"Don Alexus and Boss Tony_Dippolito earned the authority to organize an operation in their cities. Along with the great AdmiralAckbar_ they fought alongside the men and women of Las Vegas in the war. They were given the chance to lead cities as a result of this; sharing the field of battle is no small matter. 

But then, these honorable people were cut down, without any authorization or consultation from the very people who placed them there. This blatant lack of respect and communication could not.. WOULD not be tolerated. Because of this offense, those culpable have been removed. NotoriousBIG was left standing in Philadelphia because he alone remained loyal to his city head, and by extension, the allies on the West Coast. He was not involved in the removal of Tony, Admiral, and Caius. Thus, we have decided to spare him in the hopes that he will be another strong ally and fulfill his vast potential."

"Due to Alexus' entire family being attacked, we felt it was necessary to attack all of Detroit in her vengeance. While there were almost certainly people who were not involved that paid the price, we had no contact from the Detroit leadership other than a brief explanation from Dillinger. 

We had hoped to not need to shed blood this soon after a massive war like we had recently. Our intention was, and still is, to lead peacefully and work alongside those who are in the other cities. However, we could not stand idly by while people we had assured our friendship to were being slaughtered."
