Dominick walked down the streets of Bricktown, Detroit. Flyers were pasted along the walls of back alleys, and common areas frequented by the men and women of their underground society. They had nothing to fear of law enforcement, Big Brother was corrupt, omerta ruled. Dominick stopped at one of the flyers, the piece of paper read as follows:

• By the powers that be, Detroit has been approved as an open city. The city shall be occupied, and active with members of our world within a 48 hour period. That's to say, applicants have 48 hours to apply for a position within the city.
• Applicants desiring to occupy Detroit must have walked in this world for no more than 35 days.
• An entourage of bodyguards is allowed, and encouraged; there is no limit to the amount of bodyguards.
• There is NO buy in to occupy Detroit, the applicant MUST however, purchase their own head quarters.. Size does not matter. Applicant decides.
• There will be NO outside assistance to Detroit by any other city or entity. Those found in violation will be found in defiance of the powers that be and dealt with.
• Hostilities and removals are authorized at the will of occupants approximately 10 days after the official announcement of Godfather Chairman Mikhail; declaring the City of Detroit as live. 
• Applicants are encouraged to establish themselves with a Right Hand and Left Hand. Additional members are authorized at the 10 day announcement of Godfather Chairman Mickey, Mikhail. 

Those wishing to apply are required to gain authorization from their current leadership. Once their leadership has blessed their wishes, said leadership MUST contact Godfather Chairman Mikhail prior to applicant's setting up. Godfather Chairman Mikhail will then provide the nod for the applicant to establish themselves in an assigned district.

"Our Women Are Badder."

Mikhail heard the announcement that his comrade Dominick gave for the opening of the Motor City. He wanted to give a brief update on the applicants for everyone to hear...

"Comrades, there have been quite a few applicants so far as we approach the 48 hour deadline. If you want to be looked at participating in this, all you need to do is get the all clear from your current leader. From there, they will either send me a notification saying you have their approval or they will tell you no. Its simple.

We have a little over 2 hours before the entries are due. If in the event your leader is not online to talk to you about this, simply talk to their Right Hand and they should be able to give a decision. Late entries will not be allowed past the deadline."

Mikhail jumps back in his car and heads to his Casino. It was nearing opening night...

You see a car roll up to the streets and Mikhail jump out. As he exited the vehicle you heard a bunch of laughter and a few Russian accents. You hear one of them say "Hurry up so we can hit up the casino Mikhail". She had a thick accent but spoke English very well. He stepped forward to announce the appointees for the city of Detroit. 

"Alright I must apologize for the delay. The following names have approval to set up in the Motor City. Along with that the new leaders were randomly selected to go to specific districts. I know it may look like I had a say but it was random."

Mikhail pulls out his other ledger. This one was black with a red hammer and sickle on the cover. The Iron Bank ledger had the same logo, but was red and sported a coin underneath his Soviet emblem.

"Comrades, I like to announce that the following people have been granted approval to set up a headquarters in Detroit.

Mikari has been granted permission to set up in Bricktown.

SeanCallan and Sharpe have been granted permission to set up in 12th Street.

Jadon and NikkiOsavkovska have been granted permission to set up in Corktown.

Please give these fine people their best as they move over to Detroit!"

Mikhail takes a second to answer questions... SeanCallan had one regarding his upper structure. 

"Godfather Chairman Mikhail, do I need a Right Hand or Left Hand when I start or do I have like 10 days to sort that out before the shit hits the fan?"

Mikhail nodded as Sean finished his question. It was a good question that he wanted to clear up before anyone moved to Detroit. 

"Thanks for the question comrade Sean. Was definitely something I wanted to clear up before anyone moved over. So thanks for asking it. Anyways, everyone participating has 10 days after they set up to get whomever. This person can be fresh off boat from Ellis Island or an associate from another city. That is up to their leader to give permission for them join."

Mikhail nods as he finishes speaking to SeanCallan.

"If there are any further questions feel free to ask me directly and again, congratulations and good luck to all those moving to Detroit!"

Limping slightly Sharpe comes forward bowing his head slightly towards the people already stood high above him. Turning to face the crowd he addresses them in a low gruff voice..

Firstly, many thnaks to the city of Chicago and phillistein- for putting me forward for this event. Your belief in me and your support before hand was very much appreciated. 

I would also like to thank Godfather Mikhail and the council for accepting my application. Having been sourcing property and making it look something like home it delayed me being able to recognise the trust you have placed in me. I will work hard to ensure it was not misplaced.

There is obviously a lot of work for the selected few to do in Detroit and we have been in discussions already as to how to move forward but that will become apparent as we go through the ten day period and I am sure you will see the ideas come to fruition.

I won't rattle on. There is lot's to do and actions speak louder than words.

Sharpes Company will not let you down!

Saluting the crowd and his superiors Sharpe steps down and melts back into the crowd.

Mikhail enters the streets sipping on a Leninade. He had intended to meet some of his comrades for a drink at the local pub and instead had to give a brief reminder on something in regards to the Motor City. He took a sip from his cool soft drink and stepped amongst everyone...

"To give everyone a reminder, the ten day void ends at the time the winners were appointed. It seems I made the announcement of the selected leaders four days ago, you have six more until the city is officially live. At that time the city may conduct business however they seem fit. They will also be allowed to recruit in attempts to repopulate the city."

He takes a look around at the nation coming together once more. The city leaders really had made great strides in their own cities. Mikhail wanted to make sure their was a leader amongst them representing the city of Detroit.

"There needs to be a leader representing the city amongst you all. However that comes to be, is up to you all to decide. And then until a time comes when someone may take the reign of Godfather Chairman, they will represent the city in all matters to the other leaders."

Mikhail takes another sip of his Leninade before hitting up the pub with his comrade Chibs, also known as Pints. He had earned that nickname from getting pissed drunk and always shouting Pints!

Mikhail entered the streets to give a brief update to the Motor City leaders...

"Comrades, I think theres been enough time of not recruiting. I am going to go ahead and open the flood gates for everyone to start recruiting and filling their head quarters. In 24 hours after this statement, you are allowed to start recruiting to your crews. Good luck comrades."
