This is an easy suggestion.

Allow the Casino Manager who is placed by the Casino Owner, to receive the same personals as the Owner does in regards to money being withdrawn/deposited. Along with that, perhaps a tab in personals called "Casino" where all these transactions can be tracked. 

And if theres a reason why we want to hide the Casino Owner taking cash out from the Manager, maybe just give us the option to share that info with them.
