Mikhail had a lot on his plate lately... the new casino opening, the recent opening of Detroit, and most of all, just running his city of Las Vegas. His two district heads had done an absolute phenomenal job in the recent weeks. The nation as a whole has done a great job. Cities were flourishing, and business was booming once again. Something Mikhail didn't see taking off so quickly. But it did. With the nation booming once again he wanted to bring the conclusions from a discussion with the City Leaders, out to the public. 

"Comrades. I'm stepping forward today on behalf of the City Leaders after some lengthy discussions on how we want to the nation to be ran. Each City Leader was able to voice their opinion and vote on these matters. None of these rulings were pushed by a single entity. Every rule was brought up, debated, and then voted on. I am here to disclose the rulings by the City Leaders. While these are being set today, amendments may be brought up at a future date. I urge every comrade to watch this announcement as things may change in the future. Without further ado..."

Mikhail took out a long piece of parchment paper and a couple of good nails. He drove the nails with his bare hand, much like a hammer, into the nearest street post for all to see. You heard under his breath "Still got it" as he grinned and walked away.

Stepping Down

Much like some of our forefathers, there was once a rule where if you wanted to step down as a leader, you had to leave the life completely. Either on your own terms in forms of a retirement, or you had to eat a bullet. We want to bring something similar back to our nation. If you setup and decide to step down in the middle of your run, you may do so. However doing so, you may not setup again for 90 days. This is only in place of your current life and does not affect your next of kin. So if you step down, and then die, your next of kin may set up immediately with no restrictions other than those set by city hall (age limit).

Taking the Oath

There will no longer be any city transfer amongst anyone above the rank of Made Man. Your leader has embraced enough confidence and trust in you when you earn your button that leaving your city should not be an option. There shouldn't be any question in regards to going down "with the ship", if you will... The only way you may leave your city after taking your button is if its for the betterment of our nation.

The betterment of out nation includes being given the authority to set up in another city. Being asked to be apart of the upper structure in a city rebuilt/aftermath. 

Let it be known that if you request transfer after you've earned your stripes, and its to help rebuild a city... you better be apart of that upper structure or actions will be taken.

Pickpocketing Made Men and Above

All the nation's leaders want to bring back the importance of being a Made Man or higher in this "thing of ours". With that said, if you are an associate meaning Wise Guy and below, and if you attempt to pick the pocket of a Made Man or higher, they have every right to take appropriate action without the interference of any leaders. We encourage Made Men to mug their assailants, however if they deem necessary to shoot them because of their status in our world, that is their given right as a Made Man in our world.

For far too long have we seen the respect of button men sink across our nation. This is the first step in showing that respect is earned, and it's required amongst ourselves. 

Made Man and above, I urge the importance of responsibility you have. This does not mean you should be picking the pocket of every associate you see to mistreat whats been bestowed on you. There will be some people who abuse the systems in place but its up to you to distinguish yourselves in a more honorable fashion and not take advantage of your esteemed status. 

Chain of Command

Chain of command should be followed at all times. Meaning, crew members and associates should approach their crew leaders with their problems. If their crew leader cannot solve it, it is up to that leader to bring up the chain however how it should go. If it needs to be addressed by two City Leaders, so be it.

This should be a given, however in our society today people seem to just go straight to their City Leader/Godfather. Leaders are there for a reason. Approach your leader first before reaching out to the top of the chain.

Universal Protection Orders

There will be a Universal Protection Order announcement board in the streets. I will start one in the near future. Anyone from an upper structure is allowed to place a protection order. If you cannot enforce the protection order to the best of your ability, do not post one. All protection orders will have the same requirements. They will last for 7 days from the date of the posting and will not be in affect for any untagged or inactive (7 days inactive from their last appearance) members/associates.

Mikhail steps forward to give a quick update on one of the rulings...

For the transferring of cities, you may if you're asked to be a part of an upper structure. And remember, taking an oath is a big deal. If you ask your leader to move over to another city, make sure you are aware of the consequences if you do not actually become a part of the new upper structure. This will not be taken lightly.

Claudio steps forward and looks around at all the other mafioso who now live by these very rules. 

"Signore Mikhail ," the man said as he looked around at everyone else. 

"Are our made men not still held to the same standards? Has there been another ruling besides these that we are not away of? Because CommissarZverev left your crew not to be a hand with tiggy in Detroit, but he went as a hand so it looked right, momentarily. Your words were:

Yet all I see is the Commissar disrespecting the button and moving cities as he pleases. I just wanted to know if this rule had been lost to the winds or if somehow that was for the betterment of this nation that the Commissar throws your button away for another? I only ask because there is some consequence to this by the city leaders' rulings, but the Commissar seems to sit unpunished. I just wondered why some of us are being held to different standards?"

Claudio shrugged and looked around wondering if he was the only one questioning this. 

tiggy takes a sip of a strawberry mango iced fruit beverage and sets the beverage down on the table. tiggy stands up to address ClaudioVitali 's concern while Il_Matto , KellyC, @Destro_Wheelan , ViolentKoala , stand by.

Mr. Vitali, your concerns are completely legitimate, and my kudos to you for recognizing and respecting the standards that we are all held up to. While slightly moving the goalpost here - the spirit of this rule is this "The only way you may leave your city... is if its for the betterment of our nation."

A better DT leads to a better nation Comrade, which is why I had seen it fit to reach out to the Commissar and Godfather-Comrade Mikhail regarding the question of CommissarZverev 's direct assistance in this matter.

However, as part of this agreement, a clause was negotiated in the treaty to the respect of Zverev's transfer stipulating that Zverev be provided a short period of leave to attend to other matters in the Old County. To acknowledge this, I had granted Zverev a temporary leave of absence from his duties, which was filled in the interim by Il_Matto and KellyC.

However, it is of significant coincidence that the Commissar had contacted me to inform me that the burden of his affairs have been resolved, and although his personal matters are still coming a final conclusion he will be ready to resume the duties of his office. He will be in full swinging form once his flight comes back to America shortly and he has been well rested from the jet lag.

Claudio steps back and listens as tiggy began to put his mind at ease. 

"Ah, I see, signore. Mi scusi, that must have been CommissarVerevz that I had seen walking around these shores while the in question CommissarZverev was on leave in the old country. The resemblance is uncanny. 

These are simply family matters and things that do not belong in these streets of ours by what you have brought to light.

Grazie for giving a man such as myself the time of day to clear up such things. I wish you good luck on rebuilding that city of Detroit. I agree with you that a better Detroit does lead to a better nation. 

If that is all, I'll not take up any more of the honorable city leaders' time."
