The suggestion is for city hall or the "gods" to relinquish their monopoly over the shooting ranges and allow them to be bought and sold.. much like casinos and DFP's. 

It seems odd that a Godfather would invest in these other avenues, yet neglect the one semi-legitimate business that could be training up the competition.

I'd aggree that they should be highly priced, so that only the most prosperous amoungst us could invest, i.e the GF's. But from this the owner should then be able to see who

is training there as well as earn a profit.

Just an idea that could probably be expanded further,

any thoughts..?   

That or the GF can automatically own the shooting range and control the price/rank.
