Who is the council? Where do they hail from? 

Before detailing the Council in this manuscript its important to discuss their leader. The most influential member of the Council is known as The Low King. Reigning from the Lower District of Sageport, Lousiana.

When we delve into the history, the title of Low King was first helmed by a young man named Nemo-who began his life of crime as a farmer. Farming plants and buying ingredients aren't illegal; however, turning them into drugs is. Nemo avoided breaking the law by refining his drugs on site..soon after he found himself building a lucrative business in drug trade. There was nothing extraordinary about selling drugs, drugs are everywhere, but no one cares about those that do because taking drugs was observed as a personal choice. Meth is the most popular, so are many hallucinogens. What made Nemo's plants special is the "ses-" component...which is actually a mixture of 10+ carefully blended drugs given to soldiers on the battlefield (officially called Sensory-Enhancement- Stimulant blend). In small doses, it boosts your senses and dulls pain; however, in large doses, it produces an intense long high and Nemo had acres and acres of it. Nemo's initial interests were humble..hoping to secure enough profits to set up a future for his family; however, this young man had a tendency to stumble into responsibility, as a result, he developed an intricate system of businesses including fighting gambling arenas, an underground smuggling system, a monopoly of brothels that many politicians of Sageport frequented, lending leverage. Nemo adopted a league of criminals and undesirables that became his extended family. It was this league that would become the Council of Thieves. Despite this biographical piece on Nemo, not much is known about the inner sanctum of the Council neither its operations and motives. Some whisper of their involvement in black magic, many link them to the mafia, while others say they are similar to the mafia, but a little more like a pyramid scheme. They're said to be a massive organization that mostly just care about making money.

Even though much can be told about Nemo, little is known about the current Low King. A shadowy figure that has united the countless squabbling gangs, smuggling groups, and petty criminals that exist within his territory. Their criminal empire today is spearheaded by Sageport Electrical, a corporation with a practical monopoly on the nation's energy. The overpopulated city of Sageport relies on 24/7 power to keep its dense streets lit. However, for a price, Sageport Electrical will occasionally flip the switch so gangs can go around looting under the protective blanket of the blackouts-thanks to the Low King's efforts. Having enforced a sort of "Honor Among Thieves" mentality on the region, the King's power and the threat of punishment for any who oppose his rules keep the Lower District from becoming an anarchical wasteland. Regardless of the type of work you're pulling in the Lower District you owe felty to the Low King, and he demands a cut of any profit made. In exchange, he functions as the middle man between the lowly street thugs and those of the more "professional" criminal caste (The Mafia). Any who are too insubordinate are turned into servitors or "donated" to the local Mechanicus. Most, however, are sent to the Black Saints regiment. There they have a shot a redemption, whether in death or victory.
