I think this will have to be a two-part solution. The idea is to keep Heat in the game as this is a wonderful feature but to balance it to a level that's manageable during site wide wars.

Problem

• Made Man and higher rank can drop out of families to become Wise Guy to use Heat Protection
• Crewleaders get Heat for Wise Guy and lower during site wide war

Proposed Solution

• Assign a flag at the start of every character that gives Heat Protection
• Flag is removed from character (forever) when promoted to Made Man
• During Rebuild Mode only if character's BG Equivalent is greater than Family's Current HQ Fortification Protection no Heat Protection is offered.
