Tops looked at his Right Hand Man, who always blamed the heavy sweating on the lack of fresh air in the 40ft container they were residing in. Tops knew that the lack of fresh air wasn't the cause, as it wasn't overly busy in their container-office and Charles_Barkley was quite well known for being very busy setting up illegal sports tournaments all around the country.

Tops stood up and looked at the side of the container, where there hypothetically could have been a window. The container did not look as good from the inside as it did from the outside, unfortunately. Which actually said quite a bit about the interior, as the ancient blue painting of the outside was flaking.

Suddenly Tops noticed Chuck still looking at him, which brought him back to why he wanted to speak with him

How do you feel our 40 feet organisation is doing it's job and how do you feel Paradise is handling the situation currently? I mean, with us, there's Takkar, Bladd.. Blathers, Ezekiel and Novacane around in Vegas, so it's extremely busy here. In terms of organisations, that is.
But I noticed you have a lot of spare time to organise tournaments, I have enough time to go into the casino, which 'accidentally' is just around the corner here. I haven't seen many homeless around here, and when I do, all I feel I can do is be an alternative to what they supposed to be doing, as the whole country is being rebuilt quite intensively. Messages of new auths are flying by in fast pace. Does that make us obsolete?

I mean.. of course, we can give shelter to the ones that really could not survive by themselves, people like Stark, but we all know that kind of people aren't the sort we speak of. We are talking of ambitious people, young gangsters that are capable to learn how to behave and build within the mafia organisation, whom we can teach..
Anyway, I am happy we have a good container for Refugee to find refuge in, and I love that we have Coughing here, although I don't know about his effect in this poorly ventilated thing we stand in here.

Tops paused for a moment, as he felt he was losing his point and he was rambling way too much

So, yes.. Would we, uppers of the Paradise crews, be just as effective if we were housed in regular crews, with the same capabilities of attracting youngsters? I'd like to ask Takkar if he feels we would attract more if we were working in established families? I'd like to hear from Bladder.. Blathers whether he feels ambitious enough to go all-out in getting new gangsters in, or whether he prefers them to go to non-temporary crews. I want to know about Ezekiel's recruitment techniques and would like to hear Novacane speak of how he feels Vegas could best work together..

Stark feels the love from his Crew Leader, as such, he heads to the casino and bribes house to ensure Tops loses every bet. 

Takk was on his way to groom his beautiful wavy brown hair when he heard someone call out to him. Looking to his right he found Tops waving his arms around, beckoning him over to him. What did the degenerate gambler want now, I hope he doesn't want me to roll his dice for him.

"That is an interesting questions Tops," Takk replied after listening to his query and added, " I think we did a pretty decent job this past week. Who knows how many lives we saved by providing housing. Hundreds? Thousands? Ok maybe the number might not be that high but still, we did rescue quite a lot of refugees." Takk pushed Tops off of the soapbox and stood atop it before continuing in a loud voice. " And that is not all that we accomplished. We provided young mafiosos a wonderful opportunity. An opportunity that would have eluded them had they reached these shores during peaceful times."

A few of the people were scratching their heads in confusion so he felt the need to expand. "I'm talking about the extra time they received to make the most important decision in their life, of choosing a family. Under normal circumstances, a young thug gets a very short amount of time to make that decision before they get a bullet to the head. Whereas we took them in, and kept them safe while they made that all important decision." Takk scanned the faces of those who were gathered. "So yes, I think we were pretty effective and it was the right move from city hall to auth these containers."
