"Just now, the guns are largely silent.  Within these cities, as much as dozens of armed men can be, things are peaceful.  But the call of the tribe is strong.  The powerful don't want to give up their privilege and the less powerful want their stake.

So it is that we find ourselves.  The sense of reeling from the past war, that war of annihilation that almost nobody alive now saw, is over.  And instead, it is the case that cities are looking at each other with suspicion and discord.

Who would call it?  Where will the next war emerge from?  And what type of war would it be?
