Before Grin-07 was shot in the face and/or died like a bitch, he hatched an idea of allowing anyone from across the country who had been given their button to establish a 5 man operation in Chicago. His goal had been to split his family up into a lot of these 5 man crews, headed by a Captain, each with their own small Grin Gang who they could run and develop thus proving themselves worthy of the Made Man mantle. Whilst he never quite achieved that, he did get some takers from within and from outside of Chicago and insulate himself from any of those pesky g-men intent on busting him. 

When Zapata became de facto leader of the Gang, he continued this policy and I, upon seizing control for myself after one of his numerous jail stints, have also maintained it. The other Dons, ever lustful for the glorious things we have here in The Windy City, have now decided they too will adopt this policy. This means that as of right now, anyone who has been Made has the option of purchasing a 5 man headquarters anywhere across the country.

All you need to do is speak to the respective Don of that City and make arrangements with them directly as to what they require. Once they are satisfied and terms have been agreed the rest is up to you. Tell your leader, don't tell your leader. Get the green light and leave them a fat envelope as a parting gift. Say nothing and leave a steaming turd on the boss's desk instead. It is up to you, as a Made Man, to establish the framework within which you're going to operate and meet the requirements of those in charge.

It is as simple as that really. If you're Made and have aspirations of proving yourself as a leader/running your own crew, you can now speak to any city head to achieve that goal. 

I'd like to add that Seattle will be adopting the same general payment and maintenance system as the current system requires in Chicago.

Also as stated, you will be treated as an adult that has made an measured decision. If you elect not to clear the plan with your existing boss, that's your problem. Do as you wish.
