Due to lack of standards among the Loop's leadership, I have stepped up to fill the gaping void. The loop will continue to be attacked until all occupants are dead, moved, or the standards are improved.  I will instruct my men to only strike at HQs and Bodyguards for those who are in my area and currently walking about.

I will not tolerate city heads raping others, even if its done by metaphors to slide past the presses.

If this problem is not handled internally, then I will change my tactics and instruct my men to expand their net until such time that everyone is on the same page.

Can your men be fought off? I'm not really sure how to react you see, I've killed men before but magicians are something of an unknown quantity.
