The penalty needs to be scaled up with the current game for murdering innocents indiscriminately. My suggestion is to increase the penalty to a minus 10

Like most game suggestions on matters of change that are not beneficial to the current crop of leadership, we will most likely only hear from people that disagree with this game suggestion because they know they paint a target on their back if they say otherwise.  In fact it might not be a bad idea for people to have two sets of names for this game, one for game suggestions and out of character discussion and another for everything else. 

I think it should still be a -1, but perhaps add a greater A: timer to it, perhaps instead of 1 hour, 3? 6? I'm not sure!

This was suggested recently; still a big fan of that.

The "innocents" issue one is tricky. If I'm here to pro, I'm going to do whatever I can to seem like I am not here to do that, thus allowing me to achieve my goal. As there is no way for those trying to kill a rogue to determine the difference between that person and one who is just trying not to be involved, do you think it is fair that those at the top take -5, -10 etc. in, like this scenario, trying to protect mid-low level people? I'm not sure that is right.

There was another suggestion about having the option of entirely opting out of the game for X amount of time, essentially being in hiding. This would enable those truly not involved to remain safe without being able to impact upon gameplay either. I thought that had some merit.
