As a potential solution to the ongoing situation, how about the following:

 

Introduce a close-to-life limit on who can actually shoot who. So for example a Consig would upon accepting the position have their gun set to 0 but gain a large defensive boost so long as CL is alive. RL is able to shoot everyone but doesnt gain a defensive boost since they are at the "coal-face" as such. CL can shoot only below Made Man as they wouldn't generally dirty their own hands, but they gain a massive defensive boost based on crew mnembers loyalty and this stacks dependant on crew numbers and activity. 

Made Men are the standard soldiers as such and can attack everyone but have no defensive boost except when in home turf as normal. 

Below this, standard rules apply.

 

Iunderstand there will be some coding changes with this but by and large it should be able to be encompassed within a few IF statements dependant on current code layout.
