After the untimely demise of his crewleader FranklinFigs, Parkerr was left with little time to mourn the passing of his mentor.  A few hours after his murder, he received an urgent telegram from godfather Frank "Nipples" Pastorelli that the time had come for him to continue what FranklinFigs started in expanding the 12th street presence on these streets.

After making a few hasty upgrades to FranklinFigs' old HQ building with the help of his Right Hand Man Art_E_Choke, Parkerr stepped to the streets to introduce his new crew to the world.

"Hello everyone!   At the request of Godfather Nipples, I have been asked to expand the criminal element in the district.  More purses will be snatched, banks robbed, and art gallery walls picked clean than every before!"

"Who are we you ask?  (Nobody asked.)    "We are a horde.....a horde of hooligans!"

Several civilian onlookers on the street gasped in horror at the announcement and ran away.

"We come from all walks of life, some young, some old.....but are all hooligans, " Parkerr continued. 

"Now perhaps the word hooligan might have a negative connotation to some but to us, it is a badge of honor.  We will do whatever is necessary to ensure this thing of ours succeeds.   I don't just mean our crew, but I envision our district, city and criminal elements from across the country flourishing and we will do whatever is necessary to assist in that goal."

As he abruptly made his way back into the HQ, Parkerr turned and ripped off the black cloth covering the new but non-descript sign above the door to the HQ that read:
