"He's been fighting the good fight, I wouldn't wish to impede on that progress. What he has done is of no concern to us or our business here Eto, why can't you let that go? We have business here, we have people here, and we have men here that far outweigh the way Issei Hyoudou has conducted his business for the past few months. We allowed him to leave-"

A disarming chuckle escaped the woman known as Eto with her vibrant green hair and her odd reddish eyes in the shade. It seemed like she was some kind of monster but that chuckle, it was enough to make anybody calm. She held herself together with a black pantsuit and a pair of glasses she was currently cleaning in pause. 

"Issei Hyoudou is this generation's current Red Dragon, he holds a pretty valuable position as a member of The Panic Room. He is not someone to simply forget as if he was a mere piece of fruit, he is a man that desires to be something now. With the Himejima clan placing themselves by his side, what does that state for our influence with the West? We need this to work, and we need Issei Hyoduou."

Jiro Mayaski was one of the few men who had enough sway with the higher-ups of the Yakuza for them to even consider this as a big enough mission for them to move on. Issei was an asset, one that they did not see nor use to his fullest capabilities and currently the mafia out west were using it with effective ease.

Eto needed him, he was the one that could get all of them onto one page, where all of them could be on the single mind of making money and not about the plague the dragons were. Vali and Issei were valuable, so much so that Eto and her organization, Aogiri were ready to recruit them without the questioning of the Yakuza, it would be simpler for them and would make them money in the circuit of fighting. 

"Eto, we are not doubting that your interest in Issei. We've heard from our sources and our close associates out west that Issei is thriving in his position as a liaison between the Himejima and Las Vegas Mob, if he continues, we will approach him Eto but not before then, can you handle that or better yet, can you deal with that?-"

A slight widening of her eyes was all that they got in return from Eto. Before she raised a curious brow to her superior, she didn't know whether to find him like all the other or that he was someone that saw value for what it was; Money. 

"I can deal with the Red Dragon and his Himejima pet should it come to blows with us and them, I doubt it though sir. Issei is different from those that have held his title years before, he is someone that observes and does not use his anger as a way to intimidate his opponents but wields it as a means to end the fight before it can truly begin."

Eto's statement on Issei caught their attention, she could see it, they were interested in her soon-to-be pet dragon. Akeno was stepping into a game that she didn't want to play with her, no one ever won with her. 

Her words ended the meeting, many of the men met her eyes as others refused to do so, still eerie of a woman holding such a power spot in their organization. She didn't let it hinder her plays, all that mattered now was that Issei would be hers and before long, the west would know that Aogiri was making a play to stay.

An hour later...

"You made the play, brave. Now how do we move from here? Issei is not someone that will accept you with ease, Eto."

Her right-hand, Tatara, he was a loyal man. He knew where she stood with her plans on Issei Hyoduou, hence his ease with speaking about it. A trait that she sometimes found an annoyance but it grew to be his greatest asset, a hitman, he was not. A strategist, he was. 

"He is not known for his antics of the past Tatara, I will give you that. His anger and lust for battle, Issei wants to surpass Ddraig and take his place as one of the greats, maybe we can help him along there but only if he is willing, our spies in the west say that he is currently working with the Gremory clan. A group consisting of two leaders and about twelve soldiers, split into two different groups."

Humming, Tatara knew of the group, and Issei certainly was a topic that was coming up more with their discussions about the West. The right-hand had to wonder if that was Eto's doing or Issei really was making some big waves throughout the United States, it was a quality for men such as himself, maybe he would get to see it someday. 

The Gremory's, however, were relatively low on the totem pole. Led by Sirzechs and Risaora Gremory, brother and sister, the two were known for the Adult Entertainment industry, more Sirzechs. Rias made deals and usually got them through her assortment of soldiers but in the last few months, she had made some big plays involving the Asian clan, Himejima, none of the others allied to them followed. 

"Yes we know this but if we wish to get an in with him, we play it our way and I know how we do this, we give him a stake in the fighting we have built up over there. It's how we play the game and how we continue to move. If we give Ayato this chance, I assure you, we will get him on our side and away from the Gremory's, those peasants don't know what they have in their hands. They might as well be rookies in this thing of ours, eh?"

Shaking her head, Eto doubted that. Admitting the Gremory's were powerful was a stretch, but they had cunning, things that many people out here never wielded to the best of their ability. People like Jiro and the old way of doing things believed that Eto should have maintained a role to that of advisor, yet her mentor saw something within her and so her power bloc grew until none but Jiro and Urie could rival her, it was a move no one saw coming.

Issei was one of those people, he saw something in the Gremory's that would give him something he would not get elsewhere and that was the scary part, what did he see? What could he wield that would grant him power beyond belief? He was a dragon, and they did hoard, it was only a matter of time before something was revealed to them

"They're not Tatara, Issei and Akeno, they're smart, and they're planning, they are not stupid enough to believe we would leave them alone. Send Ayato to them, give them the offer and let Issei begin the good work for us, the red dragon will begin to love working with us, I know so."

With that, Tatara left the room with a small nod as he went to make the arrangements. He sometimes never got his boss, but he knew, sometimes she was always right and like now, she was leading them down one of those paths.

When one came into the room of the red dragon, they would have expected Oreo milkshakes all over the place and gladly being drunk by the man himself, they did not expect Grayfia's neck and presumably her upper body to be covered in Issei's words 'addictive' drink that had made him into the man he was today. 

Issei and Grayfia covered each other's bodies, both of them being under the covers as they continued to enjoy themselves until Grayfia caught eyes with Kiba and her eyes went wide.

Yet this was the situation Kiba found himself in as he saw Issei slowly licking off the Oreo Milkshake before noticing the stuttered gasp, believing her to be enjoying herself, the red dragon continued, never noticing that Kiba was watching with wide eyes before he let out an uncomfy hum as Issei finally removed his lips from Grayfia with great reluctance and a sigh 

"This is not what I needed to see, nor did I want too, alright? What the heck is this and when did it begin?"

Issei chuckled, his right hand coming up to scratch the back of his head. The two others in the room recognized it as one of his tics when he was in this kind of situation. 

"Well it all starts when a game of who can eat more Oreos turns dirty...from there, I defiled Grayfia, and she was loving being a real-life Oreo until you decided to get involved Kiba. Now I'm okay with this threesome but you're going to have to get naked and be dripped with Oreos, are you good with that?"

"WHAT!? NO! I'm here because the boss needs you, we have news of an offer from Eto of Aogiri...."

Issei's playful smirk was gone, his eyes were now like they were in battle mode. Growling, he stood to his feet and gave Grayfia a small look before kissing her deeply as he went towards Kiba, rolling his shoulders, he was still shirtless, giving way to his fit form as a fighter for the meantime, it didn't seem like he minded being eyed up by the enforcer/knight in shining armour of Riasora. If anything, he was encouraging it.

"Don't think I never noticed that you didn't say no to the threesome. Maybe next time, aye?"

Kiba's face went flush as a tiny bit of blood dripped from his nose as Issei laughed before he left the two of them together. The red dragon knew that Rias didn't like to be kept waiting and right now was no different.

"So....you and Issei?"

"Yup!"

"Huh..."

Kiba blinked before noticing Grayfia's confident smirk now as he shook his head turning away, just who and what was Issei Hyoduou? Already he had the hit-woman Grayfia under his spell. He wondered just what the man was playing at here but decided to let it go, for now, leaving the same way he came soon after.

"When he gets here, we have to discuss the possibility of Aogiri being here to keep tabs on Issei. How do we play this Sirzechs?"

The second head of the Gremory clan hummed before taking a small puff of his cigar, the man was dressed in all black three-piece suit. He seemed like a good guy with that good-natured smile as his people stood around him. All trying to help him in this new play by the Yakuza. 

"With ease, let Issei discuss this potential idea with his people. For all we know, Eto is trying to turn over a new way of doing business in the Yakuza and this is the start of it, something special."

A cough came from the entryway as Issei stood there in all his glory, in a white tank top and black trousers. Bowing his head to the leaders, he moved to stand on his own side of the table. Letting them know that he was not going to be a simple pawn, he knew of Eto, she was a new player to the clans but had already gained way via her mentor. 

While having never met Sirzechs, he knew when the man was called in by his sister that it was big news. He was not the singular leader, but he had more power than his sister, especially when clans like Aogiri came knocking at their door. This was the time for him to step in and hopefully, he would finally come in to see what the clans with their help could accomplish. 

"Gentlemen, Ladies. While I appreciate you thinking ahead, Eto's group is not someone like that of the Himejima clan, she is entrenched into the society of the Asian Clans. She is an advisor to the de-facto ruler of the Yakuza and is single-handedly the woman that introduced the current Divine Divider, Vali, to the circle of Asia's finest."

Issei knew his intel was a white lie of sorts, he knows that Albion and Ddraig had a history in the continent known as Asia, being known throughout its countries. Those two fought all over it and had made their names known to a lot of organizations, leaving them to take up successors. 

It left Vali and Issei, the two of them were indifferent about one another, but they did fight and have ever since. Only when they needed to and it left them like this, rivals but understanding one another at the very least. 

"If Eto is sending messages, she will do so with Ayato, her man over here. If he arrives, we will know that it is a moment of peace and prosperity that she wants to bring to our doorstep. If it comes to her sending Jason, we will need every single body here to defend ourselves but I have no doubt, this will be a matter of business for Eto."

Giving the Red Dragon a look, the assembled leaders of the Gremory Clan could not help but look at the man with little scepticism. His former allies in the East were those ties that the man could not seem to let go of and maybe that would be his downfall, not willing to let go of the past, they had all been guilty of it at one point in the past. 

"Issei, you'll have to excuse us, we know these people, our father and mother were a part of the very society that you hold so close to your heart, but they are not the trustworthy sort-"

There were times that being opposite the Red Dragon reminded Rias that he was someone who wielded a lot more power than he seemed capable of. Not raw power, the true cunning nature of a dragon that often hid underneath the rage and fire. It was something that was not often seen and here it was on display. 

"Eto and Aogiri are some of the finest people I've met in my time. I know them Rias, Sirzechs, and the rest of you. If they turn out to be the deceptive sort, I will be the one to deal with them and the consequences you would place on me. I understand what is happening here and I know my role."

Deceptively calm, Issei scratched the right side of his cheek with his left finger. 

Even that slight movement had them on edge, Issei gave them a calm smile before walking away, knowing that he had to get ready, Aogiri waited for no one.

Las Vegas' Red-Light District was many things, a supposed den of sin, a place of worship for the women and occasional men, others? Well, it was a place to meet a long time friend, supposedly, this is what the Aogiri diplomat here. 

Dressed in a worn leather jacket and jeans, the young man was disdainfully looking around for the Oppai Dragon, only to walk around for a moment and find him playing host to various people. The dragon's eyes did not stray from his companions, in fact, he was enjoying all the attention until Ayato walked up to him, giving him the look. 

Issei rolled his eyes playfully, not at all straying from his companions, actually, he brought them closer if anything else. 

"You know sometimes we are going to get you a companion that you are not going to be away from, it'll be me dragging you away..."

Now the blue-haired man was the one who rolled his eyes, giving him that look, one that told him many things. 

"Fine, excuse me, ladies and gentlemen, business calls, do not stray too far, I may have need of you later..."

Issei did chuckle at their displeasure groans and soon he found himself wanting to go back before looking to his friend, nodding his consent that they could go. 

The two walked the district, both of them were relaxed. It was not like a meeting between two organizations but friends that had long since wished to talk with one another. 

"How is Touka?"

"She is fine, managing Antieku with the old man and some new recruit, Kaneki. Everyone back home is safe, they fell under Aogiri protection. Along with the fact that old man Yoshimura still has that sway, he could have got Koyabashi and his clan wiped off the board if he so wished, he aches to do so every day. So do the rest of us, if we found out that you were dead, it would have been war..."

Issei shook his head, a war over a piece like him was not something he wished for, the peace of the Yakuza was something everyone wished for. If Yoshimura was willing to break that, then maybe he held a little more sway than he first thought.

"It wouldn't have been worth it, besides, you wouldn't rid me of these comforts, would you? I know why you're here though Ayato and it is appreciated but I want more than a simple partnership. I want my friends back, alright? This won't work if it's a single mind of getting cash for both organizations, I know you get that part of our deals."

The diplomat bowed his head, already knowing the way of doing his business with the dragon, he was always one for this kind of style, they continued their walk, knowing that eventually Akeno and Eto would eventually be brought up. It was the way, the two women, outside the Gremory Clan, who had their investments with him at most. 

The two soon stopped at a hot dog stand, Issei was peckish while Ayato watched him search for some Oreos, there were none. Causing the Red Dragon to pout for all of a few minutes before getting his backup Oreos. 

"Good to know that the old way is still fresh with you Issei. You should know, Eto is being asked to keep an eye on you. Some of the old guard, do not wish to expand with you at the helm, they believe you fucked them over and should be dead, do you understand what I'm saying?"

"Yes, you have a bunch of crybabies in your part of the world, we all do. We deal with them, slowly. Currently, I assume I have the backing of two of the three. If that's the case, I'll make sure to hold up my end, the business with the Himejima clan is the one that I will be watching out for. They are under my protection, Akeno especially. If Eto wishes to come out and deal, then let her."

Ayato shrugged, the inner relationships between the three were none of his business. Issei had yet to deal with that himself, considering he still held himself to a certain level with all of them. 

"The Himejima are already off-limits, trust me on that. Currently, we are here to discuss our fighting gyms throughout Las Vegas...."

Humming, Issei's eyes widened before growing serious, his eyes narrowing as his fingers gently holding the Oreo before nibbling and nodding his head. Telling Ayato to continue, and that he did, leaving Issei with a small grin, this would work out after all. 

And it was just the beginning for Aogiri and the Gremory Clans, before long, maybe they could make a play against the Asian Clans...

Those fucks wouldn't know what hit 'em. Of course, Issei didn't know what would hit him once he got a hold of his contacts in the Italian Mafia and what awaited, especially with Magnolia and their business in New York, then there was Gianna. He had connections but he wondered,

what would come with them?
