Hello, I have in mind something I believe could easily be coded without much effect but would make a pretty big ''low key'' impact.

That is for people who spend credits to lockdown jails, doing so organizes top guarded players down to 0 guards which is a nice feature of it's own. The only issue with this is active players who are thrown in jail if they arn't that guarded (which most of the time people thrown in jail are new users without CAs trying to bust out inmates). What happens is if the lockdown is launched not long ago and you've got many inmates with even 6+ guards sometimes it may be hard to catch active players in jail if they are low guards.

A simple coding where either set manual or automatic you could have active jail members on top of the list (like above the 20 guards non-active players).

PROS:

Less and less players are thrown in jail due to CAs. Only player with no CAs or occasionally failed crimes will get thrown in jail making the achievement for busting active players a lot tougher than it used to be. This could help towards that achievement.

Active players could be busted out sooner (most people don't spend the full sentence due to phone call option, bribes or simply asking ''BMO in CITYNAME''.

Actually gives an advantage to the lockdowner (like having higher guards on top)

CONS:

Might make the jail options of calling out or bribing a little more useless

Would affect only a handful of members (as not everyone launches lockdowns) however they may be affected when they get thrown in the slammer.

So that is my suggestion, I'm no coder (far from it) but I feel like this could be easily done since it basically already is done in a similar way just not including active inmates.

I think your logic is sound. 

One small modification. I suggest that the person who initiated the lock down can see actives atop their list, and that they, as the initiator, are shown above at the top of everyone's list should they be jailed.

Seems logical to me, since they are at the top of the page for the people that didnt launch the jail.
