yo dude, first of, Roman has Godfathers from other cities put their crews on the line for his own personal grudges and whims ? Yo, they all agreed to. SO its not that they feared, because they agreed with Roman. And well, they could've have form an alliance between themself and stop ROman, but did they do it? No. So it was not based on fear that they formed an alliance, it was based on friendship.
