There is a new perk called Pied Piper which is geared around the Lounge Crowd who no scope 360 RATs for breakfast - there is a 5% chance that you do not receive a cooldown for being added to a pool or killing a RAT.  When it triggers your activity timers get set a little in the future to keep you in the pools without having to spam about the weather for a little bit.
