The crew channels in lounge will now give Ops to CLs and HalfOps to hands.  This gives you the ability to do some new stuff that is IRC based, and also gives you the ability to break stuff.  Please research irc commands before executing them.

In order to see who is a confirmed MR name and who isn't, we take advantage of irc clients sorting by status, so we + the non-[MR] names so that at a glance you can tell who is and who isnt supposed to be there, and who isn't 100% who they say they are.

I'm not opposed to the idea, just the + is taken which doesn't really have a acceptable replacement for us to use.
