The rebuild mode page can be found the News & Info - Stats - Rebuild menu.

We are changing rebuild mode to roll back in a granular fashion as opposed to waiting for all stages to be complete.  This code is currently being worked on and may not be done in time for this current part of the war, so we are tying it to the 72h tier status so that users can watch the estimated time remaining and plan accordingly.

The ETA is not 100% correct, the value is cached, there may be a delay from when 72h is marked as green, to when rebuild lifts.

This thread will be replaced once all the the rebuild code is done with a full walk through of how it works.
