Periodically, the NPCs do an opportunistic check to see if it is a good time to reclaim their cities from crews who no longer put in the effort to maintain their presence.  If an upper has less than 1 hour of combined online time during the past week, it may signal that their district is a prime target for an easy takeover.  During these takeovers,  an NPC crew may spawn to attack the district's Forts as well as it's uppers, residents and visitors BG's.  As time passes, they may travel to other districts and cities if they feel it will increase their effectiveness in the takeover.

Additional NPCs crews will be watching the situation unfold closely and may join into the fight to aid their NPC brethren if the opportunity provided by missing in action uppers continues to persist long enough to warrant further help.

Please heavily consider the activity in the past week before you purchase an HQ or set a hand.  Remain vigilant to ensure that your family is represented by those who provide a good example of what every member should strive to be.  If a hand is unable to log in for a week, temporarily swap them out for someone who can.  If a CL will be unable to log in for a week, contact us with dates so that we can exempt you from this during the stated time period.  (A feature will be coming in the future where you can exempt yourself)
