I think you should reverse engineer the hit-list, and use your own people as a money-making venture.  A relative of mine once used fairly inactive colleagues for target practise.  It was hushed up, until he also used other crew's lazy members, and then he, himself, was killed.

So my first idea was to auction of non-productive members: allow anyone, from anywhere, to shoot your members not making you any money, for a bountry, say $500k per loser.

But then I got to thinking - why not shake it right up, and go for the big bucks?

Take Grin-22, for example.  There's virtually no limit to what I would pay to have him killed.  So why don't' you take anonymous bids for his murder?  Maybe, if the bidder doesn't have the clout to finish the hit himself, you could charge double, even triple, and do the killing yourself?

This way, I think you could raise some serious coin, and get rid of a few bad apples.  Take BBB's ex-LHM, DeathBecomesMe - instead of having to pay out all that compensation money when they rogue, why not get a few million NOW in cash money for killing them?

As far as the meat of your idea, it's not a bad one. This whole sordid business is about money, isn't it? Unfortunately the timing is very inconvenient, as I've just trimmed down to a smaller HQ as a result of my glorious promotion. I have many fewer people to eliminate for payment. Have you considered taking the proposition to some of the less 'most-empty' cities?
