Balls stands before the masses, clearly not in a good state to be in public and making announcements after the recent death of his brother.

"I'm sure you've all been wondering what's to happen with the fair city of Chicago. Well, wait no longer. Father time waits for no man, no matter the circumstances, so regardless of the events of the evening we must move forward."

Balls brings out a hip flask from a pocket inside his jacket and takes a long swig before pouring some out on the ground.

"Apologies - back to business. Chicago is being opened up as an opportunity for anyone daring enough to take their chances. I'll outline the rules below, and if anyone has any questions please feel free to ask them here and I'll answer. Thank you for your time, and good luck to anyone who chooses to enter."

Balls hands out fliers to everyone around, which people begin to look down and read. 

• You must be Made man or above to enter.
• You must get permission from your crewleader and city head, and pay a one time fee of 10 million dollars to your crewleader for entry.
• You may take only a RHM and a LHM with you.
• You cannot already be a crewleader.
• You must clearly announce your entry into the city as a participant in the streets before leaving your current family. 
• There will be no outside influence from any other city - once you're here, you're on your own.
• Chicago will remain open as a minimum until the 25th of December - it can only close from this date, and will only close provided there is a a Godfather in both districts.
• There is no limit to the number of families that can set up inside Chicago.
• You may use any tactic you wish to succeed - diplomacy, force, or anything in between, and as long as it remains confined to Chicago, there will be no interference from outside.

Bonus:

• First crew to set up in each district will have their entrance fee waived, and will also have their HQ paid for by their respective city head.

Georgette was excited to hear there was a new announcement taking place on the streets. With a spring in her step she made her way and quickly and effortlessly weaved her way through the crowd to get a better vantage point. As the speech started, Georgette was not the only one listening with rapt attention.

As Balls spoke, Georgette could feel her excitement disappearing, "oh balls." she said under her breath, and slowly but surely. "No, no, no, no." , shaking her head as she struggled to escape the mass that she had previously entered without issue. With a gasp and a shove, the small woman freed herself from the clutches. 

Smoothing out the wrinkles out of her coat, adjusting the hat upon her head, and raising her chin just enough to remind the people that she was practically royalty, Miss Georgette Plunkett-Ernle-Erle-Drax family of Charborough. 

And then she started shrieking, "No, you can not make me! No! No! No! I won't do it!" whilst running down the street, weaving about the people, her cries fading until there was nothing but silence. 

A short update for making future setups easier to identify

The CL which gives leave to their member to join the competition city as a CL, shall send a short announcement by mass mail to all other CL's residing in the 5 cities not part of the competition.
