Like the Contact list? Friend and Foe list --- i like it 

Although the suggestion was not very well thought through and just thrown up without any detail I do think you could go somewhere with this.

Like a contact list you have in times of war maybe where you can add names of people which you have the experience enough to wack you could just add their names and then when your wack timer is open you just check your list and then check your city.

I like the idea of having contacts that don't show up on the contact's contact list. That sounds confusing, but if we could add people to OUR list without appearing on THEIRS, this would accomplish the same as what you're requesting here.

If you added the option "Would you like your contact to see you?" as a checkbox next to the input field, you'd have that effect.

But to what extent would this be used? Is it just a list? If so you can just write one up in the back alley forum. Now if it were to be something else for instance you pay every time you add someone else the list and it will tell you what city they are in at all times if you feel the need to wack them. Maybe this city thing would be delayed by half an hour to give the enemy the benefit of the doubt.
