There are clearly multiple inconsistencies

Needing the approval of other cities to setup within your own city would just lead to a one man dictator ship. Everyone would end up much pissier than they have been in prior days and weeks. What each city does within their boundries is no other cities buisness.

I disagree, if ran properly I believe that it could eliminate one or two of the problems that we have to some degree. It really all depends on what the people at the top want, a balance of power and peace, or as you say a dictatorship. 

I don't think the leaders would want to attempt to run that properly as it would put strong cities at a disadvantage to weaker cities and/or cause mistrust between the cities and cause war. As soon as someone gets turned down for a reason that doesn't suit the leader who is putting that person up for auth there's going to be an unavoidable issue. I can't imagine something like that being run to the point of causing a field of flowers and love between the cities.

It would require all leaders coming to an agreeance on set in stone guidelines for future auths. That's something I never see occuring. It always allows the more powerful cities to flew their muscle and decline new auths in smaller cities to prevent them from growing and prehaps challenging them one day.

The reason I was authed to set up here in St.Louis was because there was a need to provide a home for people who were living in st.louis without a leader. The Akatsuki isn't an exclusive organisation however my purpose is not to whore members for the sake of having more members.

Miss Worley; what would be the protocol for a leader authing into one of those empty cities? Would that require a consensus from the other cities?

I can't even get into it because it will upset some. I'll just call bullshit and move along.

I may get anything from a slap on the wrist to a .45 barrel in my mouth over highlighting a specific example here, but I do feel New Orleans are the best example we have of unnecessary auths at the moment. Notice I say unnecessary, not 'undeserved'. I don't know The_Civilian and couldn't possibly comment, other than to say even if I did know him, I wouldn't know him as well as Stamina does. Either way, a City Head's voice is law in that city, so by that fact alone The_Civilian has earnt his commission simply because Stamina decrees it to be so.

However, in the scheme of things both for the Big Easy and for our thing as a whole; you'd have to say the auth isn't necessary. The_Civilian notwithstanding, there is room for a minimum of 31 mobsters in New Orleans; more like 56 if Jammin-'s crew can accommodate 50. With that amount of space, it seems frankly redundant to auth a Consigliere who does not have a single BG. It seems not only an unnecessary auth but an unnecessary risk too; considering that in the time it would take for New Orleans to fill those 31 or 56 slots, The_Civilian could have thrown a few dollars around to get some protection.

I'd certainly not say auths should only be made once we are physically in need of space as that reduces one of the most important positions to nothing more than solving a logistical issue; but by the same token, I definitely don't think auths need to be made at the rate that they seem to be.
